About this opportunity
Naval Information Warfare Systems Command (NAVWAR), on behalf of Portfolio Acquisition Executive Mission Systems Naval Intelligence, IW, Communications, and Sensing Portfolio, issued a Notice of Intent to Award Sole Source on October 5, 2026, with a response deadline of October 20, 2026, for a follow-on contract to L3Harris Technologies, Inc. for production, delivery, and sustainment of Embedded National Tactical Receiver Version Four (ENTR V4) receivers and Multiplexers supporting Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) requirements. The Government intends to award a sole-source, hybrid Firm-Fixed-Price and Cost-Plus-Fixed-Fee IDIQ contract with a five-year base period and five one-year option periods. L3Harris, as original developer, exclusively owns the proprietary technical data and designs and maintains the required security certifications and secure manufacturing capabilities for these tactical components. Development by any other source would result in substantial, non-recoverable duplication of engineering and testing costs. ENTR V4 and the associated Multiplexer are integrated tactical components that must be procured together to ensure interoperability. The MIBS program delivers integrated broadcast service capability to the fleet, providing critical tactical data and situational awareness to Combatant Commanders. The solicitation number is N6175027R0001.

(L3Harris) located in San Diego, CA. The contract will be for the production, delivery, and sustainment of the Embedded National Tactical Receiver Version Four (ENTR V4) receivers and Multiplexers, spares, repair units, and obsolescent part repairs to satisfy Maritime Integrated Broadcast Service (MIBS) Joint Tactical Terminal-Maritime Evolved (JTT-ME) requirements. The Government anticipates a hybrid Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a five-year base period and five one-year option periods.
The Maritime Integrated Broadcast Service (MIBS) program delivers the Integrated Broadcast Service (IBS) capability to the fleet, providing critical tactical data and situational awareness to Combatant Commanders.
