About this opportunity
The Department of the Army Medical Command has issued a Special Notice of Intent to Award a Sole-Source contract to the University of Texas Southwestern Medical Center for the procurement of whole fresh cadavers. The contract is specifically for the Joint Emergency Medical Training Exercise (JEMX) to be conducted at Fort Cavazos in June 2025. The solicitation highlights that the University of Texas Southwestern Medical Center is the sole organization meeting the Texas Funeral Commission requirements, thereby justifying a direct sole-source award. The procurement falls under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold. The total contract value is $88,030.00, with cadavers to be used for medical training purposes.
The objective of this contract is to support comprehensive medical training for 150 Tactical Trainees and 250 Practical Trainees representing over 70 medical units and 60 medical specialties. The contract requires the delivery of twenty whole fresh cadavers between 12 May and 5 June 2025, with additional services including serology testing and cremation. Funding for the procurement will be sourced from Operations & Maintenance, Army (OMA) and Defense Health Program (DHP) for fiscal year 2025. The cadavers are critical for simulating realistic medical and casualty training scenarios, enabling medical personnel to practice advanced medical techniques and emergency response protocols. Only the University of Texas Southwestern Medical Center is eligible for this specific contract due to their unique compliance with Texas Funeral Commission requirements. The Special Notice was posted on April 17, 2025, with a response deadline of April 30, 2025, and is categorized under NAICS code 621991 (Blood and Organ Banks) and PSC code 6555 (Human Tissue and Cadavers).
