About this file
This Memorandum for Record (MFR) documents a sole-source procurement for the Medical Readiness Contracting Office - West (MRCO-W) to acquire twenty (20) whole fresh cadavers for the Joint Emergency Medical Training Exercise (JEMX) at Fort Cavazos in June 2025. The total contract value is $88,030.00, with cadavers to be delivered between 12 May and 5 June 2025, supporting annual training for 150 Tactical Trainees and 250 Practical Trainees from over 70 medical units representing 60 medical specialties.
Market research confirmed that University of Texas Southwestern Medical Center is the only organization meeting Texas Funeral Commission requirements, justifying the sole-source award. The procurement is being conducted under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with the cadavers critical for simulating realistic medical and casualty training scenarios. The contract includes serology testing and cremation services, and funds are available from Operations & Maintenance, Army (OMA) and Defense Health Program (DHP) sources for fiscal year 2025.

4. Authority:
FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reasons for Authority Cited:
a. This is a follow-in requirement, in which supplies are required to ensure continued performance in support of the Joint Emergency Medicine Exercise (JEMX). This is a supply requirement to provide cadavers for training programs in multidisciplinary specialties.
b. The cadavers supply requirement is a time sensitive and urgent requirement for part of the JEMX scheduled training at Fort Cavazos from 9-13 June 2025. This training has been paid except for the purchase of the cadavers. Use of fresh whole cadavers are a core requirement for simulation of various real-world JEMX scenarios; realistic medical and casualty training cannot be replicated without the use of cadavers. From a loss in training, the absence or delay in arrival of contracted cadavers would negatively impact training preparation, expectation and outcome.
Previously, the FY24 JEMX cadaver requirement was supported within a separate cadaver contract (W81K00-23-P-0245) which, at that time, had the capacity to be modified to support the needs of the event.
The FY23 JEMX requirement was procured under contract W81K00-23-P-0086.
The requirement was competitively solicited and awarded. The Texas Funeral Commission mandate was not evaluated at the time of award.

7. Market Research:
Market research was conducted on 15 April 2025 by Contract Specialist, Perry J.
Cannon. Research included reviewing mandated sources for availability of fresh whole cadavers and assessing ethical compliance standards for vendors who provide cadavers.
Results concluded that there is only one source that meets the Texas Funeral Commission requirements and can deliver the supplies in the urgent time frame required.
In consideration for the CRDAMC’s need for Fresh Whole Cadavers, the Contracting Officer has determined that only one source is reasonably available, and there is not enough justification to support a competitive Small Business Set-aside for this acquisition.
The Small Business Administration’s Dynamic Small Business Search (DSBS) was utilized to identify small businesses capable to satisfy the required supplies. The DSBS was queried using NAICS code 621991 and the keyword “cadaver” with a profile location of Texas. The results revealed that there are zero (0) vendors that could provide the type/similar type of service required by the department.
Texas Southwestern Medical Center, a Large Business (LB) and under NAICS Code 621991, is the only organization that meets the Texas Funeral Commission requirements.
As part of the efforts to obtain competition, a Notice of Intent to Award Sole Source (w/ the redacted LSJ), and a Notice of Award will be posted in Sam.gov.
8. Other Facts: Previous Market Research MRCO-W contract W81K00-25-P-A025 also identified that University of Texas Southwestern Medical Center is the only organization that meets the Texas Funeral Commission requirements.
