About this opportunity
The Department of the Army Materiel Command Contracting Command Orlando Contracting Center has published a Special Notice announcing its intent to award a sole source extension to Phenix Logistics LLC for the Training Instructor/Operator Support Services (TRIOSS) Bridge contract. This notice is not a request for competitive proposals but rather a formal announcement under FAR Part 5.203 regarding the government's plan to extend the current contract on a non-competitive basis. The existing contract is set to expire on July 28, 2025, and the Army intends to utilize statutory authority under 10 U.S.C. 2304(c)(1) to justify the sole source procurement. The extension will include two 6-month option periods to ensure continuity of credentialed instructors and support services for Medical Simulation Training Centers across 25 locations.
The primary objective of this extension is to maintain uninterrupted medical training services for Combat Medics, enabling them to enhance their skills and Military Occupation Specialties proficiency for wartime missions through high-fidelity simulation training. Interested contractors must respond by July 23, 2025, demonstrating their technical knowledge and experience in delivering medical skills training in simulated environments, along with their ability to complete phase-in activities and commence full performance by the current contract's expiration date. Responding contractors must be registered in the System for Award Management (SAM) and should submit their capabilities to the designated Contracting Officer and Contract Specialist via email. The Army justifies the sole source approach by stating that no other contractor can assemble the required diverse team of credentialed instructors, and awarding to another contractor would result in significant service disruptions and unacceptable delays in meeting the agency's critical training requirements.
Notice text
THIS IS A NOTICE OF INTENT TO AWARD SOLE SOURCE EXTENSION AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This synopsis is hereby issued in accordance with FAR Part 5.203, to announce the Government’s intent to extend the current TRIOSS Fixed Price Bridge Contract on a non-competitive basis to Phenix Logistics LLC (CAGE 0SCJ7) for the Training Instructor/ Operator Support Services (TRIOSS) effort. The current contract will expire on 28 July 2025. This is a notice of intent to award a sole source extension under statutory authority 10 U.S.C. 2304(c)(1) and 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2) and Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The contemplated sole source extension will include a 6-month Option Period 3 and one 6-month Option Period 4, ensuring continuation of credentialed Instructors and Instructor/Operator support services for the Medical Simulation Training Centers. The requirements facilitate Combat Medics enhancing their skills and honing their tactics, techniques and procedures, Military Occupation Specialties (MOS) proficiency and skills to complete their wartime mission.
Services performed under this sole source action will include continuation of the non-personal services covered under the current Bridge Contract (W900KK-24-C-0017) to provide Medical Instructor Operators across 25 locations as defined in the associated Performance Work Statement (PWS), dated 9 April 2024. The Contractor shall provide all personnel, manage Government equipment, supplies, facilities, materials, supervision, and other items and non-personal services necessary to support the operation of the TRIOSS Bridge II contract as defined in the attached PWS dated 9 April 2024. No other contractor is in the position to assemble a large diverse team to provide credentialed Instructor/Operator support services for the Medical Simulation Training Centers. Award to anyone other than the current contractor (Phoenix Logistics, LLC) would result in a significant break in service and unacceptable delays in fulling the agency’s needs and requirements. The reward of this limited Bridge Contract will ensure ample time for the Government team to resolve the current protest and begin services of the follow-on contract.
This is not a request for competitive proposals. The Government intends to negotiate solely under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2). Any interested firm must identify their interest and capability to respond to the requirement no later than the Response Date/Time indicated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Please respond by Response Date/Time indicated above. Your response must include your stated TECHNICAL KNOWLEDGE OF AND EXPERIENCE having delivered medical skills training in a simulated environment and information to demonstrate the Contractor’s ability to complete Phase-In activities and commence full performance by the end of the current TRIOSS Contract (28 July 2025 ).
Send your response to the Contacting Officer, Ms. Erica N. Numa, via email at erica.n.numa.civ@army.mil with a courtesy copy to the Contract Specialist, Mr. Guillermo J. Santiago-Sosa, via email at guillermo.j.santiagososa.civ@army.mil. All responding contractors must be registered to the System for Award Management (SAM).
