About this opportunity
This Special Notice from the Missile Defense Agency intends to award a sole source contract to Raytheon Missile Systems for production and integration of Standard Missile-3 Block IB missiles. The potential value of the contract is up to $2.3 billion over five years.
The Notice seeks multi-year procurement authority for fiscal years 2019 through 2023 for 204 SM-3 Block IB missiles. If multi-year authority is not approved, then annual contracts with options will be awarded starting in fiscal year 2019. Contractors have until April 5, 2018 to provide capability statements explaining how they could fulfill requirements without duplication of costs or delays, as Raytheon possesses unique expertise as the All-Up Round Design Agent since 1966. Subcontracting opportunities are also available by contacting Raytheon directly. Eligibility is limited as the Notice specifies Raytheon as the only source able to meet requirements due to its specialized knowledge, resources, and proprietary data related to the complex missile defense program.
Notice text
The Missile Defense Agency (MDA) intends, when appropriations are available, to award a sole source contract valued up to $2.3B beginning in government fiscal year 2019 (FY19) to Raytheon Missile Systems (RMS) of Tucson, Arizona, for production and integration of up to 204 Standard Missile-3 (SM-3) Block IB missiles over five years as part of the Aegis Ballistic Missile Defense Program. This will be a follow-on contract to contract number HQ0276-15-C-0005, which was awarded on a sole source basis to RMS for production of SM-3 Block IB missiles. The MDA is seeking FY19-23 multiyear procurement (MYP) authority. If a MYP is not approved, then the MDA intends to award a FY19 annual contract with up to four pre-priced annual contract options. This requirement may include spares.
RMS has been the All-Up Round Design Agent for all Standard Missile variants since 1966, and possesses unique knowledge and specialized expertise, in-depth background, technical and management knowledge of requirements and processes, resident resources, facilitization and proprietary data related to this complex and highly specialized Program. This expertise cannot be attained by any other contractor within the anticipated period of performance without duplicating costs that cannot be recovered through competition or creating an unacceptable delay in fulfilling the MDA's requirements.
The MDA intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This notice of intent is not a request for competitive proposals. The MDA invites any other contractor that reasonably believes it can produce and integrate 204 SM-3 Block IB missiles without incurring duplication of costs, and without experiencing delays, to provide a capability statement electronically to Kelly Curtin, Contracting Officer, at kelly.curtin@mda.mil. Responses to this notice must be submitted no later than 11:59pm Eastern Time, 15 calendar days after the date of this announcement.
The government will not reimburse any costs associated with capabilities statements or other correspondence submitted in response to this notice. A determination by the government not to compete this proposed contract, based on responses to this notice, is solely within the discretion of the government. Companies interested in subcontracting opportunities should contact Raytheon Missile Systems directly.
