About this opportunity
The Office of the Comptroller of the Currency (OCC), a civilian agency within the Department of the Treasury, has issued a Special Notice of Intent to Award a Sole Source Contract to Standard & Poor's (S&P) Global. The contract is for a Global Market Intelligence subscription, to be awarded utilizing FAR 13.5 Simplified Acquisition procedures. Based on comprehensive market research, the OCC has determined that S&P Global is the only vendor capable of meeting their specific data analysis requirements. The unique capabilities that distinguish S&P Global include comprehensive data consistency across regulatory reports, detailed banking organization analysis, and extensive financial data coverage. The contract will cover a base period from August 26, 2025, to August 25, 2026, with potential for four additional one-year option periods.
The primary objective of this notice is to procure a specialized subscription service that provides critical financial intelligence and analysis capabilities for the OCC. While the contract is intended to be sole-sourced to S&P Global, the agency will consider alternative responses from responsible sources submitted before the June 4, 2025 deadline. Interested contractors must provide written submissions to Mark Tewell via email, presenting clear and convincing evidence of their ability to meet the outlined service requirements. Specific data capabilities that make S&P Global uniquely qualified include comprehensive merger data for U.S. banking organizations, early access to GAAP data for publicly traded Bank Holding Companies, and extensive foreign banking and market data not available through other sources. The OCC retains sole discretion to determine whether to proceed with this sole-source procurement or conduct a competitive procurement based on any received responses.
Notice text
The Office of the Comptroller of the Currency (OCC), hereby gives notice of their intent to award a firm fixed price contract to Standard & Poor’s (S&P) Global, 55 Water ST, New York, New York 10041. On a sole source basis utilizing FAR 13.5, Simplified Acquisition for Certain Commercial Items, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for (S&P) Global Market Intelligence subscription.
Based on market research, S&P is the only vendor that meets the requirements below.
Data consistency/comparability: S&P Global Market Intelligence has identified common items across regulatory reports and Generally Accepted Accounting Principles (GAAP) accounts for different types of institutions and across countries, which facilitates analysis that incorporates national banks, thrifts and other banking organizations in the U.S. and the development of analytical tools that apply across a wide range of countries. The OCC does not have other data sources that allow for such analysis of comparable data.
Foreign banking data/market data: The OCC currently does not have access to a database that provides annual and quarterly financial accounts for non-U.S. banks. However, whereas S&P Global Market Intelligence provides market data (e.g., pricing of bank securities and Certificate of Deposit (CDS)), other databases may not provide this information.
Merger data: S&P Global Market Intelligence has detailed and extensive data on mergers of U.S. banking organizations, including detailed data on mergers of bank holding companies and financial technology.
Early GAAP data (for publicly traded Bank Holding Companies (BHCs)) from earnings press releases: Although there are many sources for earnings press releases in text format, only S&P Global Market Intelligence connects the earnings data to an underlying database of bank financials so it can be easily analyzed and aggregated earlier than other sources.
Period of Performance: 08/26/2025 – 08/25/2026, with four one-year option periods.
This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received before the closing date of this notice.
Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC.
Responses must be submitted in writing to Mark Tewell via email at mark.tewell@occ.treas.gov, no later than the timeframe noted above. Telephone responses and requests will not be received
