About this opportunity

This Special Notice from the Federal Bureau of Investigation announces their intent to award a sole-source contract to Raytheon Company for the KSV-21 Enhanced Cryptographic Card. The KSV-21 ECC is a National Security Agency approved card that provides Type I encryption functions.

The Notice provides details on the sole-source award to Raytheon, as the manufacturer and sole point of sale for the KSV-21 ECC. Interested parties have until April 14, 2023 to submit a capability statement, proposal, or quotation for consideration, though award remains at the FBI's discretion. The KSV-21 ECC is designated as an ITAR controlled item, requiring compliance with export laws and regulations. Vendors must also be registered in SAM to be eligible for government contracts. While justification is available upon request, the statutory authority cited allows for other than full and open competition due to Raytheon being the only responsible source able to meet the FBI's requirements for this product.
