About this opportunity
The Department of the Army has issued a Special Notice regarding its intent to award a sole-source contract for cell phone service in Guam. The Mission Installation Contracting Command (MICC) Fort Knox, on behalf of the United States Recruiting Command (USAREC), plans to award a contract to Docomo Pacific, Inc. to provide telecommunication services with local phone numbers consisting of cellular voice, data, text, and international long distance for USAREC recruiters in Guam and the Commonwealth of the Northern Mariana Islands.
The purpose of this Special Notice is to inform the public of the government's intent to award a sole-source contract to Docomo Pacific for a one-year base period with four 12-month option periods. The contracting officer has determined that Docomo Pacific is the only viable vendor that can meet the government's needs and is 889 compliant. This procurement will be conducted under Simplified Acquisition Procedures, and the contracting officer has deemed the anticipated price as fair and reasonable based on market research. Interested parties must provide written responses by July 8, 2024, demonstrating clear and convincing evidence that competition would be advantageous to the government. The government intends to award the contract by August 2024 using FY24 OMA funds.
