About this file
This document is a Contracting Officer's Decision to award a sole-source contract for telecommunication services with local phone numbers consisting of cellular voice, data, text, and international long distance for United States Army Recruiting Command (USAREC) recruiters in Guam and the Commonwealth of the Northern Mariana Islands (CNMI).
The Contracting Officer determined that Docomo Pacific is the only viable vendor capable of meeting the government's needs in this OCONUS location that is 889 compliant and has an active SAM.gov registration. The contract will be a firm-fixed price, base with four 12-month option periods, valued at an estimated amount. The contracting officer has determined that this procurement is being conducted under Simplified Acquisition Procedures and only one source is reasonably available. The anticipated price is deemed fair and reasonable based on market research. The agency intends to award the sole-source contract to Docomo Pacific by August 2024 using FY24 OMA funds.

DEPARTMENT OF THE ARMY
U.S. ARMY MISSION AND INSTALLATION CONTRACTING COMMAND – FORT KNOX
199 6TH AVENUE, SUITE 250
FORT KNOX, KY 40121-5720
CCMI-CSH-KX 28 June 2024
SUBJECT: Document Contracting Officer’s Decision for soliciting from a Single Source for telecommunication services with local phone numbers consisting of cellular voice, data, text and international long distance with cellular devices for United States Army Recruiting Command (USAREC) recruiters in the Guam and the Commonwealth of the Northern Mariana Island (CNMI)
Spiral4, released 8 May 2024 has deemed that Guam and the Commonwealth of the Northern Mariana Island (CNMI) is considered OCONUS and can participate to provide telecommunication services consisting of cellular voice, data, text and international long distance for recruiters located in Guam and the Commonwealth of the Northern Mariana Island (CNMI). However, after meeting with Ms. Juana Perez, Spiral4 Contracting Officer and Ms. Tine Thompson, DoD Wireless Program Manager, it was determined that they cannot guarantee that the providers would be able to provide the local numbers necessary for the recruiters to achieve their mission. The Contracting Officer for this action and the Spiral4 contacts, agreed that Spiral4 could not meet the needs of this requirement and therefore will not be used for this action.
Due to the requirement of this action to have local phone numbers, A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1) Soliciting from a single source – “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. I have determined that W9124D-24-Q-0005 will be awarded to a single source - DoCoMo Pacific.
USAREC intends to award a sole-source, firm-fixed price, base and four (4) 12-month option periods, contract to: DoCoMo Pacific. 890 S Marine Corps Dr Tamuning, Guam 96913-3458, SAM Unique Entity ID(UEI): NENAMR865QN6, by August 2024 using FY24 OMA funds. DoCoMo Pacific is the only viable vendor capable of meeting the Government’s needs in this OCONUS location that is 889 compliant and has a current active registration in SAM.gov. This requirement will provide twenty-one (21) shared data plans and iPhone’s to USAREC recruiters in Guam and the Commonwealth of the Northern Mariana Island (CNMI) with an estimated value of including the base and four 12-month option periods.
