About this opportunity
The Department of the Air Force Materiel Command Nuclear Weapons Center has issued a notice of intent to award a sole source contract for base supply services at Kirtland Air Force Base in Albuquerque, New Mexico. This is not a competitive solicitation but rather a formal notification that the agency intends to award a bridge contract under statutory authority allowing for sole source procurement when only one responsible contractor can meet agency requirements. The current contract FA9401-24-C-0022 expires on September 30, 2025, necessitating continuity of these mission-critical services. The contract falls under NAICS code 561210 (Facilities Support Services) with a size standard of $47 million and PSC code R706 for logistics support services. The agency has identified Tunista Logistics Solutions, LLC as the only contractor capable of providing these services without interruption during the transition period.
The purpose of this bridge contract is to ensure uninterrupted base supply logistics support that is essential to sustaining Kirtland AFB's mission and its various mission partners, as any service disruption would have catastrophic impacts resulting in mission failure. The anticipated contract structure includes a four-month basic period beginning October 1, 2025, followed by four optional two-month extension periods. Interested businesses may submit capability statements demonstrating their ability to perform these services without service interruptions or additional investment and start-up costs, with submissions limited to five pages and due by July 30, 2025, at 1:00 PM Mountain Daylight Time. Capability statements must be submitted electronically to specified Air Force contracting personnel. The agency emphasizes that awarding to a new contractor would create unacceptable delays due to ramp-up and transition time requirements for what is intended as a short-term bridge solution.

Notice of Intent to Award a Sole Source Contract – Kirtland AFB Base Supply Services
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." 377 MSG/PK, Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed contract FA9401-24-C-0022 which expires on 30 September 2025. The anticipated bridge contract will consist of a four (4) month basic period of performance, and four (4) two-month option periods.
Award to a new contractor for a bridge contract would impact KAFB's schedules due to the ramp-up time and transition time required by a new contractor to support a short period of base supply services. A bridge contract must be executed to ensure that mission critical base supply logistics support remains in place to sustain Kirtland Air Force Base's mission and the various missions of its mission partners. Loss of base supply services would have a catastrophic impact on all Kirtland AFB organizations resulting in mission failure and potential negative impacts across the Air Force.
There is only one contractor (Tunista Logistics Solutions, LLC) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs. Anticipated contract award is on or about 30 September 2025 with a start date of 01 October 2025. The PSC is R706. The NAICS is 561210 and the size standard is $47 Million.
Interested businesses may identify their capability to perform this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor. Documentation submitted shall not exceed 5 pages and shall be submitted electronically. Submit capability statements electronically by email to heather.shepard.5@us.af.mil and andrew.wiseman.2@us.af.mil no later than 30 July 2025, 1300 Mountain Daylight Time (MDT).
