About this opportunity
The Department of Health and Human Services issued a Notice of Intent to Award a sole-source contract to Environmental Systems Research Institute, Inc. (ESRI) for annual renewal of ArcGIS software subscriptions and licenses supporting the Centers for Disease Control and Prevention, with interested parties able to submit capability statements demonstrating equivalent products by August 31, 2026.
HHS justifies the sole-source award based on ESRI's proprietary ownership and exclusive development of ArcGIS, which is not available through resellers. The contract covers a one-year base period from September 2, 2026 through September 1, 2027, and will be awarded as a firm-fixed-price engagement under FAR Part 12 procedures. NAICS code 541519 (Other Computer Related Services) and PSC code 7A21 (IT and Telecom – Business Application Software) apply.
The scope requires delivery of 35 different ArcGIS software licenses within 5 days of contract award, including ArcGIS Enterprise editions, ArcGIS Online products, ArcGIS Pro standalone options, specialized analyst tools (3D, Geostatistical, Image, Network, Spatial, Publisher), and supporting products such as Business Analyst Web App Advanced, Data Interoperability, Image Server, StreetMap Premium, and Tracker subscriptions. The software provides CDC with mapping and spatial data analysis capabilities for public health data collection, professional map creation, and advanced spatial analysis on an agencywide basis, with the Office of the Chief Information Officer Statistical License Management Team overseeing annual license renewals and cost-sharing among operating divisions.
Performance requirements include baseline security controls, training obligations, incident response procedures, HSPD-12 compliance, FedRAMP compliance for cloud services, configuration management, continuous monitoring activities, and Section 508 accessibility standards compliance. Interested parties should submit capability statements to matthew.fein@hhs.gov within three calendar days of the notice posting date; if no affirmative responses are received, HHS will proceed with the ESRI award without further notice.
Notice text
The requirement is for the annual renewal of subscriptions and licenses supporting the Centers for Disease Control and Prevention (CDC) Office of the Chief Information Officer (OCIO) Statistical License Management Team. The existing ArcGIS Software license maintains and processes annual license renewals for Centers for Disease Control and Prevention (CDC) agencywide.
