About this file

This is a Notice of Intent to Award a Sole Source Contract issued by the Department of Health and Human Services (HHS), Assistant Secretary for Financial Resources (ASFR), through the Office of Mission Acquisition Solutions (OMAS). HHS intends to award a sole-source, firm-fixed-price contract to Environmental Systems Research Institute, Inc. (ESRI) located at 380 New York Street, Redlands, CA 92373-8100 for the annual renewal of ArcGIS software subscriptions and licenses supporting the Centers for Disease Control and Prevention (CDC) Office of the Chief Information Officer Statistical License Management Team. The anticipated contract consists of a one-year base period from September 2, 2026 through September 1, 2027. The NAICS code is 541519 (Other Computer Related Services) and the PSC code is 7A21 (IT and Telecom - Business application software). The acquisition is being conducted under FAR 12.102 using FAR Part 12 procedures.

The ArcGIS software provides the CDC with mapping and spatial data analysis capabilities for public health data, including data collection, professional map creation, and advanced spatial analysis. HHS justifies the sole-source award based on ESRI's proprietary ownership and exclusive development of the product, which is not available through resellers. Interested parties may submit capability statements within three calendar days of the notice posting date to matthew.fein@hhs.gov to demonstrate their ability to provide equivalent products or services that meet the Government's minimum requirements without disruption to ongoing operations. If no affirmative responses demonstrating capability are received, HHS intends to proceed with the award to ESRI without further notice.
