About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base has issued a Notice of Intent to Award a sole source contract for acquisition management and systems engineering support for AC/HC/MC-130J aircraft fleets. This special notice is not a solicitation or request for competitive proposals, but rather an announcement of the government's intent to award the contract exclusively to Lockheed Martin Corporation's Aeronautics Company in Marietta, Georgia. The decision is based on the determination that only one responsible source is available to satisfy the agency's requirements under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The contract will be structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) arrangement combining cost reimbursement and fixed price contract types. The anticipated award date is fiscal year 2026, with a maximum ordering period of six years consisting of a three-year base period plus two optional years and one additional optional year.
The primary objective of this contract is to provide integrated services for capability modifications and comprehensive engineering, logistics, and analytical support for special mission variant AC/HC/MC-130J aircraft fleets operating from Wright-Patterson and Robins Air Force Bases. The scope encompasses hardware and software development, technical documentation, crisis management support, study support, sustainment activities, and field deficiency resolution. Although this notice states no competitive proposals are being sought, all responsible sources may still submit capability statements, proposals, or quotations for agency consideration by August 15, 2025 at 1200 EDT. Questions regarding this announcement must be directed to the Air Force Life Cycle Management Center Fixed Wing Branch Contracting via email by the same deadline. The notice emphasizes that technical data is not available for these requirements and that a sole source justification will accompany the subsequent notice of award in accordance with applicable regulations.
