About this opportunity

The Western Area Power Administration (WAPA) Desert Southwest Region has published a Notice of Intent to Award a sole source contract to Nexus Power Solutions LLC, a small business, for the procurement of seventy-eight ABB-Hitachi Energy 30-nanofarad line-to-ground capacitors. This special notice, posted on April 21, 2026, pertains to the replacement of aging and failing capacitors at WAPA's Mead Substation near Boulder City, Nevada. The contract will be awarded on a firm-fixed-price basis under simplified acquisition procedures authorized by 41 U.S.C. 1901 and implemented through the Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Part 12.201-1. The acquisition is designated as a total small business set-aside opportunity. This notice serves as notification of the Government's intent to award without conducting a competitive procurement process.

The primary objective of this acquisition is to replace Mead Substation's existing solder joint type capacitors with new ABB-Hitachi Energy branded units to maintain circuit breaker compatibility, continuity, and operational familiarity. The May 6, 2026 due date applies to any responses to this notice, though the Government explicitly states that this is not a request for proposals or quotations and that a formal solicitation package will not be posted publicly. Nexus Power Solutions LLC qualifies as the sole source contractor based on its status as an ABB-Hitachi Energy small business distributor and its demonstrated knowledge and familiarity with WAPA operations. Only small businesses registered in the System for Award Management (SAM) are eligible to participate in this set-aside opportunity. The Government reserves the right not to conduct a competitive procurement based on responses received, as such determination remains solely within Government discretion.

Notice text

Western Area Power Administration (WAPA) Desert Southwest Region (DSW) intends to issue a sole source firm-fixed-price contract to Nexus Power Solutions LLC, a SAM-registered small business, to procure seventy-eight (78) ABB-Hitachi Energy brand name 30-nF (nanofarad) line-to-ground capacitors (part number part number 2GHV05029A0002) for WAPA DSW’s Mead Substation near Boulder City, Nevada. The new capacitors will facilitate WAPA DSW’s mission of replacing Mead’s existing aging/failing 30-nF solder joint type capacitors.

The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C.1901 Simplified Acquisition Procedures as implemented in Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Part 12.201-1 Simplified Procedures. Only genuine brand name parts will fulfill the needs of the Government (See RFO FAR 12.102 Restricting Competition).

Because all Mead Substation circuit breakers are ABB-Hitachi Energy manufactured, for continuity, familiarity, and compatibility purposes, only ABB-Hitachi Energy brand name capacitors will be suitable for this replacement. Nexus Power Solutions LLC is uniquely qualified to provide the required parts based upon the following: It is a small business distributor for ABB-Hitachi Energy and has the knowledge, expertise, and familiarity with WAPA to expediently provide the new capacitors.
