About this opportunity

Pacific Air Forces issued a notice of intent to award a sole-source contract for SCADA system upgrades at Joint Base Elmendorf-Richardson, with capability statements due by September 15, 2026. The work is restricted to SEL Engineering Services Inc., the only source deemed capable of executing the requirement under FAR 12.102(a). The contract is valued at $102,882.00.

The requirement encompasses replacement of an embedded LDAP server with Microsoft Active Directory integrated into the existing SEL SCADA system, provisioning a Windows Server 2025 operating system configured to the latest STIG cybersecurity requirements. The contractor must conduct DOD-approved vulnerability assessments using SCAP scanning tools such as ACAS or Nessus, remediate all identified findings with documented evidence of resolution, and deploy the latest manufacturer firmware and software updates published by SEL to eliminate known vulnerabilities. Contractor must fully commission all upgrades and provide training to authorized Civil Engineering personnel on patch and update procedures to maintain DOD directive compliance. Market research determined that any non-SEL solution would require extensive system redesign, compatibility testing, and reconfiguration, creating increased costs, cybersecurity risks, and potential disruption to mission-critical electrical distribution infrastructure. Interested contractors should submit capability statements to the listed points of contact demonstrating capacity to execute all stated work.

Notice text

This requirement is for the replacement of an embedded LDAP server with active directory, and integration with the existing SEL SCADA system on JBER. The new LDAP needs to include a full Windows Server 2025 (OS) that contains the latest Security Technical Implementation Guide (STIG) configuration consisting of cybersecurity requirements for this specific
product. Documentation and results to be provided from a DOD approved Security Content Automation
Protocol (SCAP) and vulnerability management scan tool like Assured Compliance Assessment Solution
(ACAS) or Nessus. Contractor/vendors must mitigate any findings from ACAS and SCAP scans and
provide documentation of resolution.

The system devices need to be updated with the latest manufacturers software/firmware updates and fully
commission these upgrades to eliminate any known vulnerabilities identified by SEL via past published
bulletins. Finally, the contractor/vendor is to provide training to authorized CE personnel only on proper
procedures to patch/update all devices within the SCADA network in order to maintain compliance with
DOD directives.

Please review the attached documents, if you are capable of providing all services/work required, please reach out to the POCs listed with a capability statement.
