About this file

This is a Determination & Findings (D&F) document justifying single-source procurement authority for a federal contract action.

The 673rd Civil Engineer Squadron seeks to procure, deliver, install, configure, and commission a new Lightweight Directory Access Protocol (LDAP) server with Active Directory to replace an existing embedded LDAP server and integrate with the current Schweitzer Engineering Laboratories (SEL) SCADA system at Joint Base Elmendorf-Richardson (JBER). The contract value is $102,882.00. The contracting activity has determined that SEL Engineering Services Inc. is the only source reasonably capable of providing this solution. The rationale for single-source award cites the Government's significant prior investment in SEL's proprietary protective relays, RTACs, substation computers, software, and engineering configurations. Market research concluded that acquiring a solution from any other vendor would necessitate extensive system redesign, compatibility testing, and reconfiguration, creating increased costs, cybersecurity risks, and potential disruption to mission-critical electrical distribution infrastructure operations. The D&F is authorized under RFO 12.102(a) (Commercial Products and Services), with approval authority delegated to the Contracting Officer in accordance with DAF Approval Authorities Matrix PM 26-C-11. The document was digitally signed by Brendon Yellott, Senior Airman, USAF Contracting Officer, on August 17, 2026.

DETERMINATION & FINDINGS

Authority to Solicit from a Single Source (at or below the SAT)

1. Agency and Contracting Activity: 673rd CONS

2. Nature and/or Description of the Action: $102,882.00

Remove existing embedded LDAP server, procure, deliver, install, configure and commission a new Lightweight Directory Access Protocol (LDAP) server with Active Directory to seamlessly integrate with the existing SEL SCADA system on JBER.

3. Citation to the Appropriate Regulation:

(Contracting Officer Instruction: Select the applicable authority for this acquisition)

RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.

RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.

RFO 12.102(a) (Commercial Products and Services): Only one source is available,.

RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.

4. Findings:

The 673d Civil Engineer Squadron relies on its existing Schweitzer Engineering Laboratories (SEL) SCADA system to support the installation’s electrical distribution infrastructure. The current system represents a significant Government investment in proprietary SEL protective relays, RTACs, substation computers, software, and engineering configurations. Because this requirement is for the replacement and integration of an LDAP server within the existing SEL SCADA architecture, acquiring a solution from any source other than SEL would require extensive redesign, compatibility testing, and system reconfiguration, resulting in increased cost, cybersecurity risk, and potential disruption to mission-critical operations. Market research determined that SEL is the only known vendor capable of providing an LDAP solution that is fully compatible with the existing system while meeting the Government’s cybersecurity, operational, and technical requirements. Because SEL owns and supports the proprietary hardware, firmware, software, and engineering architecture of the installed system, continued use of SEL equipment and services will ensure system reliability, maintain manufacturer support, and minimize operational risk.

5. Determination: Based on the findings above, the recommended acquisition strategy is a Single Source award to SEL Engineering Services Inc.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
