About this opportunity
The Air Force Research Laboratory (AFRL) issued a Notice of Intent to Award on February 11, 2026, for a sole source procurement of Mendix cloud-based low-code application development software to support the DELVE application and AFRL/IZ operations. The procurement involves Mendix software licenses including 3 Single App Premium licenses, 300 Internal User Tier 1 licenses, and 3 Server-based Deployment licenses across three separate instances (EBS program and two additional Cloudworks environments), procured on an annual subscription basis with a period of performance of 365 days for fiscal year 2026. The sole source justification is based on Mendix being the only source capable of meeting the technical requirements for a low-code, cloud-based platform with AI-enhanced capabilities, virtual co-developer bots, and seamless integration with existing enterprise data infrastructure including Anzo and MarkLogic, while maintaining FedRAMP authorization and federal security compliance standards. Market research confirmed that no alternative providers could deliver equivalent capabilities without incurring significant mission impacts, delays, and unrecoverable duplication of costs. Crown Point Technologies, LLC has been identified as the sole source vendor; the contract award amount was not disclosed in the notice, though fair and reasonable pricing will be determined through price analysis techniques including historical price comparisons, parametric analysis, and published price lists. The anticipated award date is March 1, 2026.
