About this file
This is a Sole Source (Including Brand Name) Justification document for simplified procedures for commercial items, submitted by AFRL/PKI at Wright Patterson AFB, Ohio.
The justification supports a new FFP contract action for a one-year license of Mendix Software for FY26, with a period of performance of 365 days. The procurement is being conducted under simplified acquisition procedures per 10 U.S.C. 2302b and FAR 13.5. AFRL/IZ requires Mendix Software to support the DELVE application within the Enterprise Business Systems (EBS) program and two additional Cloudworks environments. The technical requirement specifies a low-code, cloud-based application development platform with AI-enhanced capabilities, virtual co-developer bots, and integration with existing enterprise data platforms including Anzo and MarkLogic. The Mendix solution supports FedRAMP authorized cloud deployments, role-based access controls, and compliance with federal security standards. The justification asserts that Mendix is the only source capable of meeting these requirements without incurring significant mission impacts, delays, and substantial duplication of costs that cannot be recovered through other-than-requested (OTR) competition. Market research was conducted by surveying other vendors, and no alternative providers of Mendix software were identified. The sole source provider is Crown Point Technologies, LLC. The contracting officer will determine fair and reasonable pricing through price analysis techniques including comparisons to historical prices, parametric analysis, and published price lists. A Bill of Materials is included in the contract file detailing part numbers, descriptions, and requested quantities.

This is a new FFP contract action for a one-year license of Mendix Software for FY26. Based on market research, the total cost of this procurement is estimated to be .
Period of performance: 365 days
This is a sole source justification request to fulfill AFRL/IZ's requirement for Mendix Software in support of DELVE within the Enterprise Business Systems (EBS) program, and 2 Cloudworks environments.
Technical Requirements: DELVE has a requirement for an application that delivers the capability to build and deploy fit-for-purpose applications through a low-code, cloud-based option, which will be hosted by the EBS program and 2 additional Cloudworks environmnets. Mendix is an AI-enhanced software with virtual co-developer bots to streamline processes; it is a cloud-based and low-code application development platform that provides tools for organizations to build web and mobile applications.
Integration with Existing Infrastructure: The Mendix software integrates with the existing enterprise data platforms in DELVE, including Anzo and MarkLogic, allowing IZ to leverage its authoritative data sources while modernizg workflows, user interfaces, and business processes. The solution supports FedRAMP authorized cloud deployments, role-based access controls, and lifecycle management, ensuring compliance with federal security, governance, and interoperability standards.
Analysis: Accordingly, Mendix is the only source capable of providing the cloud-based low-code application development platform required by DELVE without AFRL/IZ experiencing significant mission impacts and delays, as well as substantial duplications of costs that cannot be recovered through other-than-requested (OTR) competition. An OTR source would require IZ to reconfigure the DELVE application, resulting in additional manpower costs and delays to the Government's delivery schedule. The capabilities provided by Mendix are essential to the Government's requirements, and market research indicates other companies' similar support teams do not meet, or cannot meet, the agency's needs.
This is a sole source justification to fulfill AFRL/IZ's requirements for Mendix Software, which is particular to one manufacturer, Crown Point Technology.
A Bill of Materials (BoM) is included in the contract file that contains a complete list of items that include part numbers, descriptions, and the requested quantities.

10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), as implemented by FAR 13.5, DFARS 213.5, and AFFARS 5313.5 (incorporating AFFARS 5306.304).
Mendix software is essential to the Governments requirements and market research indicates that other companies similar products do not meet, or cannot be modified to meet AFRL's needs. To award to an other-than-requested (OTR) brand name would result in substantial duplication of costs to the government that are not expected to be recovered through competition and would result in unacceptable delays in fulfilling AFRL/IZ's requirements.
The Acquisition Team has verified the requirements for Mendix and checked its availability on DoD ESI contract and GSA 2 GIT, there are no resellers of Mendix available through either mandatory source. Since the software is unique to one source, a quote was obtained directly from the provider, Crown Point Technologies.
a) Crown Point Technologies, LLC
The Contracting Officer will determine the anticipated cost to the Government will be fair and reasonable based on price analysis techniques to include comparisons of the proposed price to historical prices paid, parametric analysis, and comparison to competitive published price lists.
Market research was conducted by surveying other vendors for Mendix software. No other vendors were identified that provide Mendix software. AFRL/IZ continually monitors the marketplace for other sources and solutions that fulfill mission requirements to the level and type required by the Government. AFRL/IZ continues to review technical publications and confer with other DoD agencies to ensure that AFRL/IZ abides by AF regulations and instructions and that future actions are solicited under full and open competition procedures.

Crown Point Technologies provided verification of its sole authority to offer to AFRL/IZ licenses of Mendix commercial software (letter attached to the requirement package).
At this time, there are no other products equal to Mendix licenses in terms of price, capabilities, and performance as documented in the results of market research. AFRL/IZ will continue to actively conduct market research using catalogs, the Internet, attendance at industry events, and other resources to locate potential products or vendors that meet requirements. AFRL/IZ will ensure thorough market research is conducted to enable future actions to be completed under full and open competition.
