About this opportunity
The Department of Energy Western Area Power Administration intends to award sole source to Ethos Systems, Inc. for development of a custom, web-based, interactive safety training curriculum for substation access by non-electrically qualified personnel; capability statements are due by August 11, 2026.
WAPA seeks a SCORM-conformant, Section 508-compliant training package compatible with its Workday learning management system, deliverable within 30 to 45 days of award with a target launch of September 18, 2026. The curriculum must address thirteen core topics under WAPA's Substation Access Requirements Policy, including hazard awareness, minimum approach distance, arc flash boundaries, and emergency procedures; content must align with OSHA 29 CFR 1910.269, NESC C2 standards, WAPA Order 440.1C, and the WAPA Power System Safety Manual. The course will run approximately 30 to 45 minutes and function across iOS, Android, tablet, and desktop platforms.
Deliverables include one compiled SCORM package with full source files (HTML, CSS, JavaScript), a complete assessment item bank with answer rationales, an audit trail linking content to authoritative sources, Section 508 conformance documentation, and one 60-minute virtual administrative handoff session. WAPA receives perpetual, royalty-free, unrestricted ownership of all training content, assessment items, and source files with unlimited distribution rights across all WAPA regions and authorized contractors.
The sole-source justification cites Ethos Systems' unique specialized capabilities, proprietary software, deep WAPA-specific safety expertise, and ability to meet urgent timelines. Market research confirmed no other vendor provides the unified combination of utility-specific curriculum development, custom SCORM validation, and complete content ownership transfer. NAICS code is 611710 (Educational Support Services); small business size standard is $24 million.
