Single Source Justification Summary

This is a Single Source Justification for Other than Full and Open Competition submitted by the Western Area Power Administration (WAPA), Desert Southwest Region, under FAR 12.102(a) for Purchase Request 26WA162348. WAPA seeks a custom, web-based interactive safety training curriculum from Ethos Systems Inc. (UEI M47BF35WGFC5) on a firm-fixed price, noncompetitive basis. The curriculum must include safety and regulatory compliance mandates, a comprehensive assessment and test question bank compatible with WAPA's Workday Learning Management System, and a fully compiled, shareable Self-Contained and Mobile Accessible (SCORM) conformant package.

The justification cites eight primary rationales for sole-source procurement: Ethos Systems' unique specialized capabilities and ability to meet urgent operational timelines within budget constraints; proprietary software and deep WAPA-specific safety policy expertise coupled with specialized instructional design services; critical external development infrastructure for SCORM deployment and IT integration without internal overhead; regulatory alignment features including advanced assessment banks with audit trails linking content to OSHA, WAPA, and NESC regulations, plus Section 508 accessibility documentation and a 60-minute virtual handoff session; full IT compliance pre-screening and cybersecurity vetting through WAPA's approval process; operational impact in enabling non-craft employee substation access qualification to alleviate manpower shortages; cost efficiency through one-time flat-rate development with complete content ownership transfer and perpetual agency-wide usage rights, eliminating recurring licensing fees; and leveraging commercial item procedures under FAR 12.102(a). Market research confirmed no other vendor provides the unified combination of utility-specific curriculum development, custom SCORM validation, and complete ownership transfer. The price estimate and detailed contractor information are redacted in the document. Certification signatures from the DSW Regional Safety Manager and Contracting Officer are required.

Single Source Justification

Western Area Power Administration (WAPA)

RFO FAR 12.102(a), Restricting competition, under SAT

Purchase Request 26WA162348

1. Identification of the agency and the contracting office.

Western Area Power Administration, (WAPA), Desert Southwest (DSW) Region

615 S. 43rd Ave, Phoenix, AZ 85009.

2. Description of supply or service required to meet the agency’s needs.

WAPA requires a custom, web-based, interactive safety training curriculum with safety and regulatory compliance mandates, a comprehensive, built-in assessment and test question bank compatible with

WAPA's Workday Learning Management System (LMS). Curriculum training to include a fully compiled, sharable content objective reference model Self-Contained and Mobile Accessible (SCORM) conformant package.

The anticipated resultant contract is a firm-fixed price purchase order on a noncompetitive basis to Ethos

Systems UEI M47BF35WGFC5.

3. The rationale or circumstances for limiting competition.

Reasons for limiting competition to a single source for the following reasons:

• Unique Specialized Capabilities and Timeline Constraints: Ethos Systems is uniquely positioned as the only source capable of delivering this highly specialized, custom utility-safety training within WAPA's urgent operational timeline and constrained budget.

• Proprietary Software and Domain Expertise: Ethos possesses proprietary development software coupled with deep, WAPA-specific safety policy expertise and specialized instructional design services. Because WAPA lacks an internal training and curriculum development department, Ethos's collaborative development process—teaming directly with WAPA's subject matter experts (SMEs)is critical to successfully building this technical curriculum.

• SCORM Deployment and IT Infrastructure: Ethos provides a critical external development pipeline, utilizing its proprietary licensing and technical infrastructure to compile, package, and deliver a fully compliant SCORM package ready for immediate integration into Workday. This resolves WAPA's internal technical and authoring constraints without adding administrative overhead.

• Regulatory Alignment and Deliverables: The Ethos curriculum features an advanced assessment bank with rationales tied to authoritative regulatory sources, supported by a detailed audit trail linking all content claims directly to OSHA, WAPA, and NESC regulations. The deliverable package includes full Section 508 accessibility documentation and a 60-minute virtual handoff session to ensure a seamless administrative transition for WAPA LMS coordinators.

• Cybersecurity and IT Compliance Pre-Screening: Ethos Systems has been fully vetted and pre-screened through WAPA’s rigorous IT approval process. Utilizing a pre-cleared vendor is critical to ensuring strict cybersecurity, IT compliance, and compatibility requirements are met prior to integrating external software into WAPA’s secure LMS infrastructure.

• Crucial Operational Impact: This curriculum will yield a finished qualification product that enables non-craft employees to obtain unescorted substation access, directly alleviating critical manpower shortages and reducing the strain on craft escorts.

• Cost Efficiency and Ownership Rights: While traditional training vendors operate on recurring per-user licensing models, Ethos offers a commercial flat-rate, one-time development solution that transfers complete content ownership and perpetual agency-wide usage rights to WAPA.

This eliminates ongoing licensing fees and ensures long-term fiscal efficiency.

• Pursuant to FAR 12.102(a), this sole-source path leverages commercial item procedures to address WAPA’s lack of internal SCORM-authoring capabilities to secure a solution with perpetual, unrestricted agency usage rights. Based on market research, this commercial offering from Ethos Systems Inc provides unique capabilities that no other vendor can deliver to meet the

Government's need.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.
