About this opportunity

Air Mobility Command is preparing to procure Slingmax brand-name synthetic recovery slings for Crash Damaged or Disabled Aircraft Recovery operations, with a sole-source justification pending competitive screening by November 5, 2026. This is a Total Small Business set-aside. Air Mobility Command will accept proposals from other manufacturers claiming equivalent capability; if none qualify, the procurement converts to a formal brand-name sole source under Simplified Procedures (41 U.S.C. 1901).

Work is performed at Joint Base Charleston, South Carolina, supporting the 437th Maintenance Squadron CDDAR program. The requirement specifies four Slingmax Twin-Path synthetic round slings: two rated at 10,000 pounds with 110-foot length and two rated at 7,000 pounds with 72-foot length. All slings must feature proprietary dual-path load-bearing core loops (K-Spec aramid/HMPE), Fiber Optic Inspection System for internal fiber-damage detection, and External Warning Indicator for visual pass/fail overload indication. Additional technical mandates include 5:1 design safety factor compliant with ASME B30.9 and Air Force Technical Order 00-80C-1, operating temperature range of −80°F to +200°F, chemical resistance to aviation fuels and hydraulics, maximum elongation limits at rated load, and 100% proof-load testing to 200% working load limit prior to delivery.

The acquisition is valued under $10 million as a firm-fixed-price contract. Delivery is required within 30 to 45 calendar days of award. Deliverables include serialized proof-load test certificates, Manufacturer's Certificate of Conformance, inspection and maintenance documentation, and one-year manufacturer warranty against defects. Market research confirmed no other synthetic sling manufacturers offer the required proprietary safety features; Air Force CDDAR personnel are already trained and certified on Slingmax equipment.
