About this file

This is a Statement of Work for the acquisition of SLINGMAX Twin-Path synthetic recovery slings to support Crash Damaged or Disabled Aircraft Recovery (CDDAR) operations at the 437th Maintenance Squadron, Charleston Air Force Base, South Carolina.

The procurement requires delivery of four slings: two rated at 7,000 lbs Working Load Limit (WLL) and two rated at 10,000 lbs WLL, all of the SLINGMAX Twin-Path brand specifically. The slings must feature proprietary dual-path redundant load-bearing core loops (K-Spec aramid/HMPE), a double-wall Covermax synthetic outer sleeve for airframe protection, a minimum 5:1 design safety factor compliant with ASME B30.9 and Air Force Technical Order 00-80C-1, and exclusive SLINGMAX safety features including a Fiber Optic Inspection System and External Warning Indicator (EWI). Additional technical requirements include maximum elongation limits at rated working load, high chemical resistance to aviation fuels and hydraulic fluids, operating temperature range of -80°F to +200°F, compatibility with standard aircraft recovery hardware, and 100% proof-load testing to 200% WLL prior to delivery. Deliverables include the slings themselves, serialized proof-load test certificates, a Manufacturer's Certificate of Conformance, inspection and maintenance documentation per TO 00-80C-1 and ASME B30.9, and manufacturer warranty documentation. Delivery must occur within 30 to 45 calendar days of contract award. Final acceptance will be verified through physical inspection, brand confirmation, proprietary feature verification, proof-test certificate review, and compliance documentation assessment conducted by 437 MXS CDDAR personnel and Quality Assurance. A minimum one-year manufacturer warranty against defects in materials and craftsmanship is required.

Statement of Work

SLINGMAX Twin-Path Slings

1. Objective

To acquire two (2) 7,000 lb and two (2) 10,000 lb SLINGMAX Twin-Path high-performance synthetic recovery sling to support 437 MXS Wing Crash Damaged or Disabled Aircraft Recovery (CDDAR) operations. These slings are required to restore mandatory heavy-lift capabilities, mitigate risk of secondary airframe damage, and ensure full compliance with Air Force Technical Order (TO) 00-80C-1, which explicitly identifies the Twin-Path sling as required equipment for this mission.

2. Scope of Work

The contractor shall provide all equipment, materials, proof-testing, certification, and delivery necessary to supply fully certified SLINGMAX Twin-Path synthetic recovery slings that meet the salient characteristics and technical requirements outlined below. No other brand of sling can be accepted due to proprietary safety features and mandatory Air Force CDDAR training and operational standardization.

3. Requirements

The synthetic recovery slings must be SLINGMAX Twin-Path models meeting the following minimum specifications:

• Quantities & Working Load Limits (WLL): One (1) sling rated at 7,000 lbs WLL (vertical) and one (1) sling rated at 10,000 lbs WLL (vertical), compliant with ASME B30.9 hitch configurations (basket, choker).

• Proprietary Core Architecture: Must feature the patented SLINGMAX dual-path redundant load-bearing core loops (K-Spec aramid/HMPE), providing independent load backup to prevent catastrophic failure.

• Elongation Limits: Maximum elongation at rated working load to eliminate dangerous snapback recoil and maintain airframe leveling precision.

• Proprietary Airframe Protection: Must be equipped with the SLINGMAX double-wall, non-marring Covermax synthetic outer sleeve that eliminates scratching, gouging, and point-load creasing against C-17 aluminum and composite skins.

• Safety Factor: Minimum 5:1 design safety factor IAW ASME B30.9 and TO 00-80C-1.

• Proprietary Inspection & Safety Features: Slings must integrate the following SLINGMAX-only features which are essential for safety and not available from other manufacturers:

o Fiber Optic Inspection System: Allows for non-destructive visual inspection of the internal load-bearing core fibers for damage from cuts, heat, or chemical exposure, ensuring the sling's integrity can be verified after use.

o External Warning Indicator (EWI): Provides an immediate, external, pass/fail visual indication if the sling has been overloaded beyond its rated capacity, preventing the reuse of a compromised sling.

• Fluid Resilience: High chemical resistance to aviation turbine fuels (JP- 8/Jet-A), hydraulic fluids (MIL-PRF-83282/MIL-PRF-5606), de-icing fluids, and UV radiation.

• Environmental Limits: Operating temperature envelope between -80°F and +200°F.

• Hardware Interface: Compatible with standard aircraft recovery shackles, crane hooks, and C-17 hoisting fixtures without pinching or severe degradation.

• Proof Load Testing: 100% proof-tested to 200% (2.0x WLL) prior to delivery.

• Delivery: Within 30 to 45 calendar days of contract award.

• Warranty: Minimum 1-year manufacturer warranty against defects in materials and craftsmanship.

4. Deliverables

• One (1) 7,000 lb Working Load Limit (WLL) SLINGMAX Twin-Path synthetic recovery sling.

• One (1) 10,000 lb Working Load Limit (WLL) SLINGMAX Twin-Path synthetic recovery sling.

• Serialized Proof-Load Test Certificates (certified to 200% WLL) for each sling.

• Manufacturer's Certificate of Conformance (CoC).

• Sling inspection, care, and maintenance documentation IAW TO 00-80C-1 and ASME B30.9.

• Manufacturer warranty documentation.

5. Period of Performance

The contractor shall complete delivery of all equipment and required documentation within 30 to 45 calendar days from the date of contract award.

6. Place of Performance

437th Maintenance Squadron (437 MXS) Maintenance Flight / CDDAR Section (Attn: CDDAR Team Chief) Bldg 548, 310 N. Graves Ave Charleston AFB, SC 29404

7. Acceptance Criteria

The equipment and documentation will be inspected upon delivery by 437 MXS CDDAR personnel and Quality Assurance to verify 100% compliance with the technical requirements outlined in Section 3. Final acceptance will be based on physical inspection, verification of the brand and proprietary features, verification of serialized 200% proof-test certificates, and review of all accompanying compliance documentation.
