About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa, through the 48th Contracting Squadron, has issued a notice of intent to award a sole source contract to Monaco Enterprises Inc. for upgrading their current Monaco Fire and Security System from Windows 10 to Windows 11. The contract will be a firm fixed-price arrangement requiring the removal of existing outdated hardware, servers, and computers running unsupported Microsoft Windows software, followed by installation of new Windows 11-compatible equipment. The upgrade project will be conducted at RAF Lakenheath and RAF Mildenhall in the United Kingdom. Monaco Enterprises Inc., located in Spokane Valley, Washington, has been designated as the sole source contractor due to their role as the original manufacturer and service provider for the existing fire security equipment at these locations.
The primary objective of this acquisition is to modernize critical fire and security systems before Microsoft ends Windows 10 support on October 14, 2025, in compliance with Department of Defense mandates. The contract includes a comprehensive 360-calendar-day timeline with specific milestones for project kickoff within 30 days, completion of RAF Lakenheath and RAF Feltwell upgrades within 180 days, RAF Mildenhall upgrades within 300 days, and final documentation delivery within 360 days. The sole source justification is based on Monaco Enterprises Inc.'s exclusive ownership of proprietary software and their position as the only authorized provider for these specialized systems. Interested parties who believe they can provide equivalent services may submit statements of capabilities to the 48th Contracting Squadron by September 5, 2025, though this is not a competitive solicitation. The contractor must ensure cybersecurity compliance, apply DISA STIGs, provide comprehensive training, and offer a one-year limited warranty on all new equipment.
