About this file
This Statement of Work (SOW) details a Windows 10 to Windows 11 upgrade and system modernization project for the 48th and 100th Civil Engineering Squadrons at RAF Lakenheath, RAF Feltwell, and RAF Mildenhall in the United Kingdom. The project requires a comprehensive upgrade of IT infrastructure, including replacing server and client CPUs, transferring software licenses, upgrading to Windows 11, and installing associated peripherals like monitors, KVM extenders, and UPS units across multiple buildings and dispatch centers.
The contract specifies a 360-calendar-day completion timeline with key milestones including project kickoff within 30 days, RAF Lakenheath and RAF Feltwell upgrades within 180 days, RAF Mildenhall upgrades within 300 days, and final documentation and training delivery within 360 days. The upgrades are mission-critical, driven by Microsoft ending Windows 10 support on October 14, 2025, and Department of Defense mandates. The contractor must ensure cybersecurity compliance, apply DISA STIGs, provide RMF Ready scans, offer comprehensive operator and administrator training, and provide a one-year limited warranty on all new equipment.

STATEMENT OF WORK
(SOW)
Windows 10 to Windows 11 Upgrade and System Modernization at
RAF Lakenheath and RAF Mildenhall
August 1, 2025
1.0 BACKGROUND
The 48th Civil Engineering Squadron (48 CES) at RAF Lakenheath and the 100th Civil Engineering Squadron (100 CES) at RAF Mildenhall require an upgrade of their IT infrastructure from Windows 10 to Windows 11. This upgrade is mission-critical to maintain operational readiness, enhance cybersecurity posture, mitigate emerging cyber threats, and ensure uninterrupted support of Department of the Air Force (DAF) missions.
With Microsoft™ ending technical support and security updates for Windows 10 on October 14, 2025, and the Department of Defense (DoD) mandating migration to Windows 11 under the DAF365 Microsoft Enterprise Service Agreement, this transition is imperative. The upgrade will mitigate security vulnerabilities, ensure ongoing technical support, and align with DoD cybersecurity protocols.
The contractor shall decommission all Windows 10-based systems within its supported environments and facilitate the system upgrade and standardization across both RAF Lakenheath and RAF Mildenhall, enhancing system integrity and operational resilience.
