About this opportunity
The Defense Health Agency (DHA) has published a Notice of Intent to Award a sole source contract to Science Care of Phoenix, Arizona for the provision of fresh or fresh frozen cadavers and refrigerated storage services. This special notice, reference number PS-CD-25-0075, is issued in accordance with FAR Part 5 and serves as notification of the agency's intent to award without competition. The contract will support Advanced Surgical Skills for Exposure in Trauma training for military physicians and surgeons as part of the Emergency War Surgery Course hosted by the Defense Medical Readiness Training Institute at Madigan Army Medical Center in Washington. The notice was posted on September 2, 2025, with a response deadline of September 17, 2025. This is not a solicitation or request for competitive proposals, and no solicitation package is available.
The primary objective of this sole source award is to provide cadaver specimens and cold storage capabilities for a three-day military medical training course scheduled for October 29-31, 2025. The DHA has determined that Science Care is the only responsible source capable of meeting the agency's specific requirements, particularly the challenging and expensive cold storage needs for the duration of the training period. Madigan Army Medical Center lacks adequate cold storage facilities to accommodate the required number of specimens, necessitating the contractor's refrigerated storage services. The contract will be structured as a firm-fixed price arrangement. Since this is a sole source procurement, there are no competitive eligibility criteria for other contractors to participate, and the agency has explicitly stated that only Science Care can satisfy the requirements. The procurement falls under NAICS code 621991 for Blood and Organ Banks and PSC category 6515 for Medical and Surgical Instruments, Equipment, and Supplies.

Additionally, confirmation of specimen availability will be dependent on required course dates of October 29-31, 2025.
This contract will be Firm-Fixed Price. Additionally, this contemplated contract would be awarded to Science Care, Phoenix, AZ.
