About this opportunity
The Federal Emergency Management Agency intends to award a sole-source purchase order to Trellisware Technologies Inc. for 25 TSM waveform-capable mobile ad-hoc network (MANET) radios valued at $395,600 in fiscal year 2026. The procurement is restricted to Trellisware based on the vendor's exclusive availability of the proprietary KATANA narrowband waveform, which is ITAR-restricted and unavailable through competitors or resellers. Market research confirmed competing products from Persistent Systems, Silvus, L3Harris, and Thales lack required waveform compatibility or carry security restrictions incompatible with the relay node deployment requirement. The order comprises 8 TW Shadow 950 radios with display units, 7 TW Shadow 135 high-power radios (minimum 10W RF transmission), and 10 TW Ghost 875 battery-powered unattended relay nodes. The radios must interoperate with existing Continuity Implementation Division systems supporting TSM, WREN, KATANA, and WREN-NB waveforms across VHF, UHF, L, and S bands with multi-net bridging capability. The contracting officer determined the quoted price fair and reasonable through direct price comparison. FEMA's Office of National Continuity Programs issued this notice on August 18, 2026, following contracting officer approval on August 17, 2026.
