About this file

This is a Sole Source Justification (SSJ) document for a federal procurement by the Department of Homeland Security's Federal Emergency Management Agency (FEMA).

FEMA's Office of National Continuity Programs, Continuity Implementation Division intends to procure 25 TSM waveform-capable mobile ad-hoc network (MANET) radio devices from Trellisware Technologies on a sole source basis. The procurement includes 8 TW Shadow 950 radios with display units, 7 TW Shadow 135 high-power radios capable of transmitting at least 10W of RF power, and 10 TW Ghost 875 radios configured as battery-powered unattended relay nodes. The firm-fixed-price contract value is $395,600 for fiscal year 2026, with proprietary information preventing disclosure of individual pricing without written consent. The radios must be interoperable with existing CID systems supporting TSM, WREN, KATANA, and WREN-NB waveforms and capable of operating across VHF, UHF, L, and S bands with multi-net bridging functionality. Market research identified competing products from Persistent Systems (MPU5), Silvus (Streamcaster), L3Harris (AN/PRC-163), and Thales (PRC-148D/MBITR), but determined that only Trellisware offers the required proprietary KATANA narrowband waveform option, which is ITAR-restricted and not available through any other vendor or reseller. Alternative products either lack required waveform compatibility or are classified as Controlled Cryptographic Items with security restrictions incompatible with the relay node deployment requirement. The contracting officer determined the anticipated price to be fair and reasonable based on direct price quote comparison. An announcement is planned for posting on SAM.gov on August 14, 2026. The justification was approved by Contracting Officer Michael C. Bonds on August 17, 2026.

U.S. Department of Homeland Security Sole Source Justification (SSJ)

Federal Emergency Management Agency (FEMA) February 2026

CID is responsible for directing and coordinating continuity planning and implementation across the Federal Executive Branch and within FEMA. This responsibility includes the sustained execution ofNEFs during all hazards. In addition to supporting federal interagency, CID also delivers services and capabilities to support national resilience outcomes to government and non governmental stakeholders. These services include planning, evaluation, and training as well as provision of innovative equipment, systems, and facilities solutions which mitigate impacts of threats to essential functions and assure government entities' responsibilities to alert and warn their respective communities.

3. Description of Supplies/Services.

CID requires twenty five (25) TSM waveform capable mobile ad-hoc network (MANET) radio devices with KA TANA waveform options. Seven radio devices must be configured for "remote" installation and operation within vehicles and must be capable of transmitting at least 1 OW of RF power. Ten radio devices must be configured as battery powered unattended relay nodes. Eight radio devices must be configured as "Tactical Operations Center" (TOC) kits.

All radio devices must be interoperable with current CID radios with TSM, WREN, KATANA or WREN-NB MANET waveforms. Radios must be capable of multi-net bridging and operating across VHF and UHF bands to include L and S bands. Relay node radios must be battery powered and must be able to be left unattended for an indefinite period.

4. Identification of Statutory Authority Permitting Other Than Full and Open Competition.

Please refer to the table below and provided under RFO 12.102.

6. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited.

Only one source can provide the Trellisware MANET radios because the Trellisware KATANA waveform is proprietary and a unique item peculiar to the Original Equipment Manufacturer (OEM). The KATANA Narrowband Waveform Option (PIN: KATWF-OPT) is an ITAR restricted waveform that is not available through any vendor or reseller of Trellisware radios. It is installed on each of the radios from the factory. Shadow 145 Radio Head (PIN TW-145). This is a variant of the Trellisware product line, and Trellisware has not authorized any other vendor to sell this product. Trellisware Technologies is the only source available for the TW-145 Digital Radio Head.

The exact accessory must be used because the radios must integrate with existing CID radio networks and infrastructure through the TSM and Katana waveforms. Procuring an alternate product other than Trellisware will require complete infrastructure replacement and redesign with a significant increase in cost.

CID conducted market research on the following products: L3Harris PRC-163, Thales MBITR PRC-148D, Persistent Systems MPU5, Silvus Streamcaster. The results of the market research indicate that Persistent Systems and Silvus products lacks the specific waveform compatibility required and do not meet, or cannot be modified to meet, the needs of FEMA and are unable interconnect using RF waveform and function with current CID network architecture.

The L3Harris and Thales products do have compatibility with the specific waveforms, however those radio systems are classified as Controlled Cryptographic Items (CCI), must be handled and stored with a high level of security, and cannot be left unattended as relay nodes in the manner CID requires.

7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable.

An announcement is planned for posting in SAM.gov on the estimated date of 08/14/2026.

8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.

The contracting officer determines that the anticipated price(s) will be fair and reasonable based on direct price quote comparison.

9. Description of Market Research.

CID conducted internet research on TSM MANET radio systems compatible with TSM and WREN NB waveforms using the terms; "TSM waveform radio", "WREN NB radio". CID searched the DHS TACCOM II contract vehicle. CID searched the SAM.gov website for "TSM" and "WREN" waveforms. CID also spoke with other government and military communications professionals that use MANET radio systems extensively.

CID found the following other industry standard MANET radios that were not compatible with TSM, WREN, KATANA, or WREN-NB waveforms:

• Persistent Systems MPU5

• Silvus Streamcaster

CID found and reviewed the following systems that were compatible with TSM, WREN, KAT ANA, or WREN-NB waveforms:

• Trellisware TW-950/TW-145/TW-875

• L3Harris AN/PRC-163

• Thales PRC-148C/D MBITR

While the L3Harris AN/PRC-163 and Thales MBITR radios could operate with the TSM or WREN waveforms, CID learned that they are Controlled Cryptographic Items (CCI) which has strict security handling and storage requirements. Because of this CID would not be able to implement those radios for this project. Additionally, configuring the PRC-163 and MBITR radios to transmit above 1 OW would require additional amplifier equipment.

10. Any Other Facts Supporting the Use of Other Than Full and Open Competition.

12. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.
