About this opportunity

The Defense Health Agency (DHA) has issued a Notice of Intent to Award a Sole Source contract for Advanced Trauma Life Support (ATLS) training services. This special notice, reference number PS-CD-26-0012, announces DHA's intention to award a contract exclusively to the American College of Surgeons (ACS) for providing ATLS course materials, instructor support, logistics, and certification services for DHA personnel. The notice was posted on October 15, 2025, and is not a request for competitive proposals or solicitation. The contract falls under NAICS code 611699 with a size standard of $16.5 million and utilizes PSC code U099 for education and training services. This sole source award is justified because only the ACS can provide the specific ATLS training requirements needed by the agency.

The primary objective of this contract is to provide military healthcare professionals with access to the globally recognized ATLS training program, which standardizes initial trauma patient management and is essential for preparing military healthcare providers for both deployed and garrison environments. The training specifically supports Role 2 and Role 3 medical operations and is delivered through the Defense Medical Readiness Training Institute (DMRTI) to maintain clinical readiness for medical personnel supporting combatant commands and contingency operations. Interested parties have 15 calendar days from the publication date to identify their interest and capability to respond to this requirement, with the deadline being October 30, 2025. However, since this is a sole source procurement, the notice serves primarily as a transparency measure rather than a competitive opportunity. The contractor will be required to provide certified instructors, ACS-approved materials, and comprehensive logistical support to conduct the specialized trauma training for DHA personnel.
