About this opportunity
The U.S. Army Materiel Command Army Contracting Command Aberdeen Proving Ground has issued a Notice of Intent to Award a sole source, firm-fixed-price purchase order to 3dB Labs, Inc. for software user training services. The notice, posted on April 21, 2026, is authorized under Title 41 U.S.C. 1901(a)(1) and implemented through the Revolutionary FAR Overhaul (RFO) FAR 12.102(a). This is not a competitive solicitation, but rather an announcement of the government's intent to contract with a single vendor based on unique circumstances. The estimated contract value does not exceed the simplified acquisition threshold, and 3dB Labs, Inc. is located in West Chester, Ohio with CAGE Code 34XG3.
The primary objective of this procurement is to obtain specialized user training on proprietary signal processing software developed and owned by 3dB Labs, Inc., with two separate training events planned. The deadline for interested parties to submit capability statements, proposals, or quotations is May 6, 2026, at 3:00 PM EST, with submissions directed to Christopher Gaines and David Kendrick at the specified Army email addresses. While 3dB Labs, Inc. is the identified sole source due to its status as the original equipment manufacturer and exclusive developer of the software, the government remains open to reviewing responses from any responsible sources that believe they can meet the requirements. The government reserves the right to make a final decision regarding competition based on responses received, though the sole source justification rests on the fact that no third-party vendors have been authorized or certified by 3dB Labs, Inc. to provide the required training services.
