About this opportunity

The U.S. Property & Fiscal Office for Minnesota (USPFO-MN), operating under the Department of the Army Minnesota Army National Guard, is seeking print and electronic media advertising services to support medical officer recruitment efforts. The primary objective is to reach medical students and licensed healthcare professionals, including nurses, doctors, physician assistants, and behavioral health specialists throughout Minnesota. The Minnesota Medical Association (MMA) has been identified as the sole source for this requirement due to its established reach and connections with the target demographic. The Government intends to award this contract under simplified procedures for sole source acquisitions, with the justification that market research has demonstrated that only the MMA possesses the necessary long-established platforms and connections to effectively reach the specified professional audience. Interested parties may submit a statement of capabilities by the January 2, 2026 deadline, which must include clear and convincing evidence that competitive procurement would be advantageous to the Government; such information will be evaluated solely to determine whether a competitive process should be pursued instead.

This procurement does not employ any set-aside designations, and the Minnesota Medical Association is the identified incumbent source for this requirement. No specific award value or budget range has been disclosed in this pre-solicitation notice. The contract is structured as a 12-month base year agreement with four optional 12-month renewal periods, allowing for potential expansion if exercised by the Government. The acquisition is being conducted under the authority of 41 U.S.C. 1901 and FAR 13.501(a) for simplified procedures, with the legal justification provided under FAR 6.302-1 citing sole source authority. The notice is classified under NAICS 541810 (Advertising Agencies) and PSC R426 (Support-Professional: Communications), and it serves as notification only rather than a formal solicitation for bids, quotes, or proposals.
