About this opportunity
The United States Marine Corps issued a notice of intent to award a sole-source firm fixed price contract to 908 Devices Inc for a handheld high-pressure mass spectrometer upgrade, with a response deadline of July 13, 2026. The contract is set-aside for total small business and procures a proprietary hardware, firmware, and connectivity upgrade package for twelve existing, unit-owned MX908 devices under FAR Part 12 (commercial products) and the Simplified Acquisition Threshold.
The Marine Corps requires factory-level upgrades to maintain operational readiness and meet evolving security standards for these ruggedized tactical devices used to detect, identify, and monitor trace-level threats in CBRNE defense operations. The upgrade package includes new machined housings, Bluetooth capability for remote data transfer, proprietary software and firmware optimization, OEM certified calibration and testing, and secure round-trip shipping. The twelve devices are currently distributed across Marine Corps installations in Georgia, South Carolina, North Carolina, California, Arizona, Hawaii, and Okinawa, Japan.
908 Devices Inc is the original equipment manufacturer and sole authorized service provider. The sole-source justification rests on 908 Devices' exclusive ownership of proprietary technology, exclusive authorization for certified warranty and repairs, and the unavailability of Bluetooth upgrade components and machined housings from any other vendor. Use of unauthorized third parties would void the certified warranty. The upgrade service requires return of devices to the factory at a mutually agreeable time.
Notice text
This is a Notice of Intent to Award a Sole Source Firm Fixed Price contract in accordance with the procedures outlined in Federal Acquisition Regulation Part 12 (Acquisition of Commercial Products and Commercial Services) under the Simplified Acquisition Threshold.
Description of Requirement
The United States Marine Corps has a requirement for a proprietary hardware, firmware, and connectivity upgrade package for twelve (12) existing, unit-owned MX908 Handheld High-Pressure Mass Spectrometer devices. In strict compliance with Marine Corps chemical, biological, radiological, nuclear, and explosive (CBRNE) defense requirements, these ruggedized tactical devices are utilized to rapidly detect, identify, and monitor trace-level gaseous, liquid, and solid threats in the field.
To maintain operational readiness and meet evolving security standards, these devices must undergo a factory-level upgrade to integrate secure wireless capability and enhanced structural durability. The upgrade package includes the installation of new machined housings, Bluetooth capability for remote data transfer, proprietary software/firmware optimization, OEM certified calibration and testing, and secure round-trip shipping.
Intended Sole Source Vendor
The Government intends to award this contract on a sole-source basis to:
908 Devices, Inc.
44 3rd Avenue
Burlington, MA 01803
Justification for Sole Source:
908 Devices, Inc. is the manufacturer and sole source technology provider of the MX908 Handheld High-Pressure Mass Spectrometer, which utilizes proprietary technology. As the Original Equipment Manufacturer, 908 Devices is the only authorized point of service for these systems, including certified warranty, repairs, software updates, and hardware upgrades. The required Bluetooth upgrade involves proprietary components, including a machined housing and specific hardware, that are not available from any other vendor. Using an unauthorized third party for service would void the certified warranty and could compromise the devices' performance and durability. Therefore, 908 Devices, Inc. is the only source capable of performing the required upgrades and support.
Capability Statement Submission
This notice is not a request for competitive proposals or quotations. However, all interested and responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider if received by the response deadline.
Submissions must explicitly demonstrate the vendor's ability to provide a fully compatible factory-level upgrade package that:
-
Can perform hardware and connectivity upgrades for the MX908 Handheld High-Pressure Mass Spectrometer, including the installation of new ruggedized machined top and bottom housings and secure internal Bluetooth hardware.
-
Can apply the latest proprietary 908 Devices software and firmware updates to improve chemical detection libraries and system processing efficiency.
-
Is an authorized service provider capable of OEM certified diagnostic testing and factory recalibration post-upgrade without voiding the existing system warranty.
