About this opportunity
The United States Department of Agriculture/Forest Service (USDA/FS) has published a Special Notice of Intent to Award a Sole-Source Contract to Fortress North America, a Compass Minerals Company. The contract is specifically for the supply of aerial Long-Term Fire Retardant (LTFR) product and ancillary support at designated Airtanker base locations. The purpose of this contract is to conduct an Operation Field Evaluation (OFE) on a conditional/interim qualified aerial LTFR product for testing during Wildland Firefighting efforts. The statutory authority for this non-competitive procurement is 41 U.S.C. 3304(a)(1), implemented through FAR 6.302-1, which allows for sole-source procurement when only one responsible source can satisfy agency requirements. This notice is informational and not a formal request for competitive proposals.
Contractors interested in this opportunity must meet specific qualification requirements, including compliance with USDA/FS Specification 5100-304d for Long-Term Retardant in Wildland Firefighting. Interested parties have 10 calendar days from the notice's publication to submit quotations and technical capabilities to the government's primary point of contact. The contract is intended to support an evaluation of LTFR products, with Fortress North America being the only contractor that has completed preliminary steps in the Qualified Product List (QPL) process to achieve interim qualification. The estimated contract value is $13,122,000, with a performance period from April 1, 2025 to October 31, 2025. While three firms are currently working through the qualification process, no other LTFR products are expected to reach full qualification within the next 12 months. The government will determine price reasonableness through a price analysis and "should cost" study conducted by Navy Price Fighters, expected to be completed by the end of 2024.
