About this opportunity

The Supervisor of Shipbuilding, Bath, Maine (SSBA), under the Department of the Navy Naval Sea Systems Command, has issued a Notice of Intent to Award a Sole Source Contract to Miller Marine of San Diego, California. The contract will cover damage control equipment consisting of kitted box, plate, and jubilee patches required for outfitting US Navy Ships T-AO 210 and ESB 8. The agency intends to use FAR Part 13 Simplified Acquisition Procedures and Other Than Full and Open Competition authority, citing that only one source is reasonably available due to circumstances including urgency, exclusive licensing agreements, and brand-name requirements. The procurement falls under NAICS code 332999 for fabricated metal product manufacturing and PSC code 4240 for safety and rescue equipment. This special notice was posted on August 1, 2025, with responses due by August 15, 2025.

The purpose of this notice is to inform the contracting community of the government's intent to award a sole source contract for critical damage control equipment that must meet specific NAVSEA approved drawings and NSTM Chapter 079 Volume 2 specifications. Miller Marine is identified as the exclusive source capable of providing these precisely sized jubilee pipe patches, which are essential for emergency repairs of small holes and cracks in ship piping systems and required for passing INSURV Inspections. Interested parties may submit product information or express their interest via email to the designated contracting officer by August 15, 2025, though this notice explicitly states it is not a request for quotation and no formal solicitation will follow. The government retains full discretion in determining whether to proceed with competitive procurement based on any information received. Contractors must be able to fabricate patches per MIL-S-22698 standards and maintain certifications including ABR and ISO-9001/2008 SSPC-QP compliance to be considered capable sources.
