About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center has published a Notice of Intent to Award a Sole-Source Contract to Monode for TRIAD Gold Level Software Support Licenses. This special notice, posted on April 22, 2026, announces the government's intention to negotiate a firm-fixed-price contract exclusively with Monode, the original equipment manufacturer of the required software support licenses. The procurement falls under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software). This notice is being disseminated in accordance with Federal Acquisition Regulation Subpart 5.101 requirements for proposed contract actions. The sole-source award has been justified under GSAR 538.7104-3(b)(ii), which permits such awards when only one source is capable of providing the unique or highly specialized products or services required.
All responsible sources may submit a capability statement demonstrating their ability to provide TRIAD Gold Software Support Licenses, with responses due within five business days of publication, making the deadline May 6, 2026. The acquisition is justified on the basis that Monode is the original equipment manufacturer of the required software and maintains no authorized resellers, making it the only reasonably capable source. While this is a sole-source procurement, the government is opening a five-business-day window to allow other potential contractors to assert their capability to provide equivalent solutions. The contract will be awarded on a firm-fixed-price basis and exceeds the Simplified Acquisition Threshold, requiring documented justification for the sole-source approach. This set-aside is designated as a Total Small Business opportunity, restricting eligibility to small business concerns meeting the applicable size standards.
