About this opportunity
The Defense Health Agency (DHA) has issued a Special Notice announcing its intent to award a sole source contract to Sword Health, Inc. for a Virtual Physical Therapy Pilot Program. This notice, reference number HT0011-25-NOCA-0101, is not a request for competitive proposals or solicitation for offers, but rather a formal notification of a planned sole source award in accordance with FAR Part 5. The contract will be structured as a Firm Fixed-Price agreement with a one-year base period. The posting date was August 20, 2025, and the notice falls under NAICS code 621999 (All Other Miscellaneous Ambulatory Health Care Services) with a size standard of $20.5 million.
The primary objective of this initiative is to deliver convenient, clinically effective physical therapy services to active duty servicemembers and their families through a virtual platform that can be accessed anytime and anywhere. The contractor will provide musculoskeletal and pelvic floor physical therapy services using advanced sensor-free technology, artificial intelligence-enabled biomechanic feedback, digital patient engagement tools, and clinical oversight by licensed Doctors of Physical Therapy. A critical requirement is that the virtual PT platform must be compatible with DHA's existing telehealth platform, Amwell, at the time of contract award. Interested parties have 15 calendar days from the publication date (until September 4, 2025) to submit responses demonstrating their capabilities, though they must provide clear and convincing evidence that competition would be advantageous to the government. The agency has determined that only one responsible source can satisfy their specific requirements for this specialized virtual physical therapy solution.
