About this opportunity
The Naval Information Warfare Systems Command (NAVWARSYSCOM) intends to award a sole source, ten-year Indefinite-Delivery Indefinite Quantity (IDIQ) contract for sustainment support services for the AN/USQ-167(V) Common Data Link System (CDLS). This system is critical for transmitting signal and imagery intelligence data between national and tactical reconnaissance aircraft sensors and surface ship processing systems. The contract will be awarded directly to Cubic Defense Applications, Inc. under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which allows for award to the only responsible source. Questions regarding the pre-solicitation notice must be submitted electronically by March 26, 2025, at 12:00 p.m. Pacific Daylight Time to the specified Contract Specialist and Contracting Officer. No competitive solicitation will be posted, and verbal questions will not be accepted.
The contract is not set aside for any specific small business category and covers engineering services within NAICS category 541330. The proposed contract structure includes a five-year base ordering period and a five-year option ordering period, with an estimated total contract value of $14.8 Million. Cubic Defense Applications was selected as the sole source because they are the only qualified vendor capable of performing highly specialized engineering services for depot-level maintenance, repair, and sustainment of the CDLS system. The Navy determined that alternative sources would create unacceptable delays or result in substantial duplicate costs that cannot be recovered through competitive bidding. The contract will enable procurement of sustainment support services and spare parts to ensure continued operational capability of the data link system.
