Solicitation Number:              RFP No. 72043922R00001

Notice Type:                           Special Notice

Agency:                                   US Agency for International Development (USAID)

Office:                                     Overseas Missions

Location:                                 USAID Laos Country Representative Post

USAID Laos Country Representative Post (USAID Laos) intends to negotiate a non-competitive modification of Task Order number 72048619F00007 for Monitoring, Evaluation and Learning Support to USAID Laos Country Office, Project, and Activities (USAID Laos MEL Support) with Social Impact, Inc. 2300 Clarendon Boulevard, Suite 1000 Arlington, Virginia 22201 based on USAID Asia Learning and M&E Support Project IDIQ on September 22, 2019.

The USAID Laos  MEL Support activity, within Mission’s Program Office, has been supporting Laos Country Representative Post since September 2019 as the primary mechanism to provide 1) support on evaluations and other types of special studies to support/inform USAID Laos on learning and accountability, 2) support USAID Laos’ strategic planning, MEL framework and implementation plan and 3) support MEL capacity strengthening to USAID Laos staff and implementing partners.

USAID Laos intends to negotiate non-competitively with only one source (Social Impact) in accordance with AIDAR 706.302-70(b)(5). The modification of the award will extend the period of performance of the contract by approximately 18 months from September 22, 2022 to March 22, 2024 without any increase in the total estimated cost of the Task Order.

Under the time extension, the contractor will continue to provide the services that are in line with the current scope of USAID Laos MEL Support.

This is not a request for proposals. A determination not to compete this proposed contract modification is solely within the discretion of the Government.
