About this opportunity

The National Transportation Safety Board (NTSB) has published a Special Notice announcing its intent to award a sole source contract for on-site parking services at its headquarters facility. This is not a request for proposals or invitation for bids, but rather an advance notification of the agency's intention to contract directly with Stonelex C, LLC for parking services provided by ACE Parking. The contract will cover parking facilities co-located with NTSB headquarters at 490 L'Enfant Plaza, SW, Washington, DC. The NTSB is seeking to acquire these commercial services under FAR Part 13.5 simplified procedures for commercial products and services. The agency has determined that ACE Parking possesses unique technical qualifications as the only known company authorized to provide on-site parking at this specific L'Enfant Plaza location.

The sole source justification is based on the NTSB's critical operational requirement for immediate 24-hour access to staff vehicles to support rapid response to transportation accidents and deploy investigative teams. The contract encompasses 135 total parking spaces, including 15 single reserved spaces, 120 single unreserved spaces, and 20 chaser tickets for a twelve-month period beginning approximately September 1, 2025. Interested parties must direct all questions or requests for solicitation copies to P. Matt Hazlinsky at matt.hazlinsky@ntsb.gov with the subject line format "9531BM25Q0013 - Company Name" by 4:00 p.m. Eastern Time on August 15, 2025. The authority for this sole source award is FAR 13.106-1, recognizing ACE Parking's unique position as the exclusive authorized parking provider for this co-located facility. This parking capability directly supports the NTSB's mission as an independent federal agency responsible for investigating civil aviation accidents and significant accidents across all transportation modes.

Notice text

THIS IS NOT A REQUEST FOR PROPOSAL, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS.  FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT.

The National Transportation Safety Board (NTSB) intends to solicit and award a sole source firm fixed price contract for the requirement of “the NTSB Headquarters On-site Parking” to Stonelex C, LLC, for services provided by ACE Parking in the co-located parking facilities owned by Stonelex C, LLC.  The authority for which this requirement will be awarded is FAR 13.106-1 based on ACE Parking’s unique technical qualifications as the only known company authorized to provide on-site parking at the L’Enfant Plaza location co-located with the NTSB Headquarters offices. The Government intends to acquire these commercial items under FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.

The NTSB is an independent Federal agency charged by Congress with investigating civil aviation accidents in the United States and significant accidents in the other modes of transportation -- railroad, highway, marine and pipeline -- and issuing safety recommendations aimed at preventing future accidents.

The NTSB has a commercial services requirement for parking lot spaces in Washington, DC co-located at its Headquarters facility, located at 490 L’Enfant Plaza, SW, Washington, DC 20594.  The on-site (co-located) parking allows management and key personnel the ability to respond to transportation-related accidents through either launching investigative teams or providing headquarters support.  As one of the world’s premier accident investigation agencies, the NTSB must have 24-hour immediate access to staff vehicles providing for quick response to transportation accidents.

The requirement for parking lot spaces consists of 135 parking spaces: “15 single reserved”, “120 single unreserved” style parking spaces and 20 chaser tickets.  These services will be required for a twelve (12) month period starting approximately September 1, 2025.

All questions regarding this synopsis or a request for a copy of the solicitation must be directed to P. Matt Hazlinsky via email at matt.hazlinsky@ntsb.gov.  The subject line must state (9531BM25Q0013 – Company Name). All questions and/or requests must be received in writing via email no later than 4:00 p.m. (Eastern Day Time) on or before August 15, 2025.
