About this opportunity
The United States Marine Corps, specifically the Marine Corps Installation Pacific Regional Contracting Office (MCIPAC RCO), has issued a Special Notice for a sole-source contract opportunity focused on the repair and refurbishment of 20 ISO containers in Okinawa, Japan. Following a Request for Information (RFI) under notice ID 25-RFI-0002, the government determined that only one vendor responded with the capability to perform all required tasks. This vendor is a Service-Disabled Veteran-Owned Small Business (SDVOSB), which aligns with the government's intent to award the contract under Federal Acquisition Regulation (FAR) 19.1406(a). The contract involves restoring containers to MIL-STD-3037 inspection standards, including rust removal, repainting, resealing, and repairing damaged components.
The primary objective of this Special Notice is to inform potential contractors about the government's intent to award a sole-source contract for ISO container restoration services. Interested vendors must be registered as a Service-Disabled Veteran-Owned Small Business and submit their complete information, including representations and certifications, by April 30, 2025, at 0800 Japan Standard Time. The contract performance period is scheduled from June 2nd to July 1st, 2025, with work to be conducted at the Requiring Activity's building in Okinawa. Contractors will be responsible for providing temporary work tents, a forklift, and a storage container, and must follow specific technical requirements such as using MIL-DTE-53039E coating materials and Chemical Agent Resistant Coating (CARC) system application procedures. This opportunity represents a targeted procurement approach that supports Service-Disabled Veteran-Owned Small Businesses while addressing specific marine equipment maintenance needs for the Marine Corps.
Notice text
Marine Corp Installation Pacific Regional Contracting Office (MCIPAC RCO) issued a Request for Information (RFI) under notice ID 25-RFI-0002 to determine if there are capable vendors to perform the required services listed in the Performance Work Statement (PWS). Resulting from the RFI MCIPAC RCO only received one response from a Service-Disabled Veteran-Owned Small Business (SDVOSB) providing proof to perform all required tasks listed in the PWS. The Government intends to issue an award to a SDVOSB due to those factors and IAW FAR 19.1406(a).
This notice is not a request for competitive quotations and the intent of this notice is for information purposes only. Responses will only be considered if submitted by April 30, 2025, at 0800 Japan Standard Time (JST) and are SDVOSB. Finally, responses must include the vendor's representations and certifications identifying them as a SDVOSB.
If you are an interested vendor, please send your complete information to the following email address: grayson.catro@usmc.mil and daniel.nachlas@usmc.mil.
