About this opportunity
The U.S. Army Corps of Engineers Seattle District has issued a Notice of Intent to award a sole source contract to Waste Management for refuse removal services at Lake Washington Ship Canal. This Special Notice was published on January 8, 2026, and falls under the Solid Waste Collection category (NAICS 562111). The contracting action is being pursued under Federal Acquisition Regulation (FAR) 13.106-1(b)(1) authority for a simplified acquisition, which permits solicitation from a single source without competitive bidding. The agency is providing formal notice of this intended award to allow interested parties an opportunity to express their capability and interest in the requirement. No competitive solicitation package will be issued as part of this procurement process.
The proposed contract is for the provision of 40 cubic-yard dumpsters and scheduled refuse pick-up services, with a service start date of March 1, 2026, structured as a Base Year plus four option periods. Interested contractors must submit their responses via email to brantley.w.dowell@usace.army.mil by 10:00 PM Pacific Time on January 22, 2026, with telephone inquiries not accepted. The Government will use any responses received solely to determine whether to conduct a competitive procurement in the future, and the decision to proceed with the sole source award or open competition rests entirely within the Government's discretion. While this notice creates an opportunity for interested parties to demonstrate capability, there are no specific eligibility criteria outlined, and the sole source award to Waste Management may proceed regardless of other responses received.
