About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) has issued a Notice of Intent for a sole source acquisition of JMatPro software from Sente Software Ltd. This special notice serves as a combined synopsis and solicitation for commercial software prepared under Federal Acquisition Regulation Subpart 12.6. The procurement falls under NAICS code 513210 (Software Publishers) with a small business size standard of $41.5 million. The contracting officer has determined that only one source is reasonably available for this requirement under FAR Part 13.106-1(b). NSWCCD intends to acquire specialized materials simulation software that calculates properties for multi-component alloys across various material classes including Aluminum, Copper, Iron, Nickel, and Titanium. The acquisition represents a follow-on contract to an existing agreement, covering a base year plus four one-year option periods through 2030.
The primary purpose of this notice is to maintain NSWCCD's research capabilities through continued licensing of JMatPro's proprietary materials simulation software, including the API and Material Property Optimizer modules with annual maintenance and technical support. Interested parties must submit capabilities statements by September 4, 2025, at 12:00 PM EST to steven.besanko@navy.mil, though this is explicitly not a request for competitive quotes. All responses must include pricing, FOB point, contact information, GSA contract number if applicable, business size classification, and payment terms, along with clear demonstration of capability to meet all specifications. While the government intends to proceed with sole source procurement, all timely responses will be considered to determine whether competitive procurement should be conducted instead. The evaluation will follow a Lowest Price Technically Acceptable basis, with technical capability rated as either Acceptable or Unacceptable. The required delivery date for base year materials is October 1, 2025, with the contract value remaining under the Simplified Acquisition Threshold.
