THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE. The Department of Energy (DOE) intends to issue a Firm Fixed Price award to a single source under the authority of FAR 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation. DOE intends to award this requirement as a sole source to Deep Web Technologies (DWT.) DWT is the sole provider for access to the required WorldWideScience.gov search engine.
The prospective contractor shall provide use of its proprietary software which supports the WorldWideScience.gov search engine of the DOE Office of Scientific and Technical Information (OSTI). The period of performance will be 10/1/2020-9/30/2021 for the base year with four option years for 2021-2025.
The North American Industry Classification System (NAICS) code for this requirement is 519130 - Internet Publishing and Broadcasting and Web Search Portals with a size standard of 1,000 employees. This notice of intent is not a request for proposals or quotes.
Any vendor who believes it is capable of meeting the DOE-OSTI’s requirement as stated herein may submit a response, which will be considered only if received by August 18, 2020 by 5:00 pm EST. Responses to this posting must be in writing and submitted to paynet@osti.gov by 5:00 pm local time. A determination not to compete the proposed order based upon the responses to this notice is solely within the discretion of the government. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov prior to award in accordance with FAR part 4.11.
