About this opportunity

U.S. Customs and Border Protection (CBP) has issued a Special Notice announcing its intent to award a sole source contract to Boeing Digital Solutions, Inc. for aeronautical navigation flight charts, specifically Jeppesen charts. The contract will support CBP Air and Marine Operations (AMO) pilots by providing critical flight navigation information to ensure accurate routes and flight paths. The procurement involves 110 software licenses for electronic flight bags and covers both domestic and international aviation requirements. The anticipated contract period runs from August 1, 2025, through July 31, 2026, with a firm-fixed price structure. CBP has determined that Boeing Digital Solutions is the only source capable of meeting their comprehensive worldwide chart coverage requirements, as no alternative applications currently meet their flight navigation specifications.

The primary objective of this Special Notice is to inform potential contractors of CBP's intent to proceed with a sole source award while providing an opportunity for other qualified sources to demonstrate their capabilities. Interested contractors must submit a capabilities statement to Contracting Officer Caitlin M. Jenkins by July 15, 2025, demonstrating their ability to provide worldwide coverage of enroute and terminal charts, including airfields not supported by Defense Logistics Agency Flight Information Publications. The procurement specifically requires comprehensive navigational coverage including charts, aviation weather, flight planning, approach plates, departure procedures, airport information, and international aviation regulations. While this notice is neither a request for proposal nor an invitation for bids, CBP maintains the discretion to determine whether to compete this requirement based on responses received. The government will not reimburse interested sources for any information provided, and contractors are responsible for appropriately marking proprietary information in their submissions.

The anticipated contract period of performance will be from August 1, 2025 through July 31, 2026.
