About this opportunity
The Air Force Research Laboratory Aerospace Systems Directorate (AFRL/RQ) at Wright-Patterson Air Force Base has issued a notice of intent to award a sole source contract for Advisory & Assistance Services (A&AS). The contract is designated as a Woman-Owned Small Business sole source opportunity under NAICS Code 541990. The intended contractor is T3W Business Solutions, Inc., with a projected performance period from September 1, 2025, to November 1, 2025. This is a Firm-Fixed-Price contract arrangement being managed by the AFRL Services Support Contracting Branch (AFRL/PZLEB). The notice was published on July 24, 2025, with responses due by August 8, 2025.
The Air Force has determined that a single source acquisition is necessary to avoid adverse mission impact, citing that a contractor without the required knowledge, experience, and capabilities could not successfully continue the program without service disruption, duplicated efforts, transition delays, or increased costs. Interested parties must submit responses via email to ashleigh.bolen.1@us.af.mil by 8:00 AM EST on August 6, 2025, with the subject line "RQ A&AS - Notice of Intent Response." The notice specifies that only PDF, DOC, DOCX, XLS, or XLSX file attachments are acceptable due to email filtering systems. While this is not a request for competitive proposals, the government reserves the right to competitively solicit the requirement based on responses received. The notice serves as a formal declaration of the government's intent to proceed with sole source contracting rather than an invitation for competition.
Notice text
NOTICE OF INTENT TO AWARD SINGLE SOURCE CONTRACT
The Air Force Research Laboratory Aerospace Systems Directorate (AFRL/RQ) at Wright-Patterson Air Force Base (WPAFB), Dayton, OH, has a requirement to obtain additional Advisory & Assistance Services (A&AS).

This Notice of Intent is not a request for competitive proposals. The government has determined that single source acquisition of this requirement is necessary to avoid adverse mission impact. The determination to competitively solicit this requirement based on responses received may occur at the sole discretion of the Government.
