About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice announcing its intent to award a sole source contract to Sea-Bird Electronics Inc for CTD (Conductivity, Temperature, Depth) sensor calibration and repair services. This Notice of Intent is published under the Department of Commerce and represents a single source procurement authorized under FAR 13.106-1(b)(1). The contract will be structured as a firm fixed price agreement specifically for oceanographic instruments previously purchased from Sea-Bird Electronics. NOAA justifies the sole source approach by emphasizing that these CTD sensors are proprietary to Sea-Bird Electronics and require specialized maintenance that can only be performed by certified SBE technicians. The procurement falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance and PSC code J059 for electrical and electronic equipment component maintenance.
The primary objective of this Special Notice is to determine whether NOAA should proceed with the planned sole source procurement or conduct a competitive procurement based on industry responses. Interested contractors must submit capability statements by Wednesday, August 6, 2025, at 1600 Eastern Time, exclusively via email to Hannah.elwell@noaa.gov with the subject line "143031-25-0139 - Sea-Bird CTD Sensor Services." Capability statements must include technical data, cost information, and convincing evidence demonstrating the ability to meet the requirement, with all attachments totaling less than 20 MB. The government will only consider substantive capability statements that affirmatively respond to the requirement, not requests for documentation or questions. Contractors must contact the government to confirm receipt of their submissions, and NOAA retains sole discretion in determining whether to proceed with sole source or competitive procurement based on the responses received.
