About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has published a Special Notice announcing its intent to award a single source, firm fixed price contract for satellite tracking instrument repair and replacement services. The agency plans to use the simplified acquisition procedures authorized under FAR 13.106-1(b)(1) to contract with Wildlife Computers, Inc. for this specialized procurement. The contract involves refurbishment of 11 existing satellite tracking instruments, including battery replacement and sensor testing, as well as the purchase of 3 new SPLASH10-X-393M satellite tracking instruments to replace units not recovered during the 2024 field season. This procurement supports NOAA's Marine Mammal Laboratory's ongoing research efforts involving northern fur seal tracking that spans 19 years. The notice is categorized under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

The primary objective of this acquisition is to secure a vendor capable of repairing and refurbishing existing satellite tracking instruments while providing replacement satellite-linked trackers that match specific technical specifications found in the Splash10-BF-393M tracker model. Interested contractors must submit capability statements by July 24, 2025, at 1700 Eastern Time via email to Hannah Elwell at hannah.elwell@noaa.gov, with submissions limited to 20 MB and requiring the subject line "143061-25-0087- Satellite Tracking Instrument Repair and Replacement." Capability statements must include technical data, cost information, and convincing evidence demonstrating the ability to meet requirements, as simple requests for information or questions will not be considered valid responses. NOAA has identified Wildlife Computers as the sole source based on their unique capability to provide advanced telemetry solutions specifically designed for marine mammal research, their compatibility with existing systems, and their ability to produce compact instruments that minimize disruption to animal behaviors. The government retains full discretion to determine whether to proceed with competitive procurement or continue with sole source acquisition based on the responses received.
