About this opportunity
The U.S. Consulate General Hermosillo, Mexico intends to award a sole-source purchase order to TOTAL PLAYTELECOMUNICACIONES for the acquisition of 100 Mbps dedicated internet services, with an estimated value of $26,000, awarded on September 30, 2026.
The justification cites FAR 6.302-1, only one responsible source, on the basis that this is a follow-on requirement with the incumbent vendor. TOTAL PLAYTELECOMUNICACIONES is the only provider in the area offering an online circuit monitoring tool and possesses proprietary infrastructure capable of full redundancy across the Consulate's circuit vendor portfolio. The vendor maintains local, accessible representatives and has demonstrated consistent reliability, prompt technical support, and responsiveness to unplanned requests. Alternative vendors MetroCarrier and TELMEX were evaluated but deemed unsuitable due to documented service reliability issues, lack of local representation, and unresponsiveness. The period of performance is 12 months, from September 30, 2026 through September 30, 2027. Services are provided at the Consulate facilities located at Boulevard Juan Navarrete 291, Colonia Raquet Club, Hermosillo, Sonora, Mexico. The Contracting Officer certified the justification on July 7, 2026, and determined the vendor's quote to be within market limit costs and consistent with previous purchase orders. A SAM notice will be issued to identify other interested vendors, though none have expressed written interest to date.
