About this opportunity
The Department of State's US Consulate General in Hermosillo, Mexico has issued a Limited/Sole Source Justification Notice for the renewal of 100 Mbps dedicated internet services at its facility located on Blvd. Juan Navarrete 291 Col. Raquet club in Hermosillo, Sonora, Mexico. The sole source contract was awarded to TOTAL PLAY TELECOMUNICACIONES for a 12-month period of performance from October 1, 2025 through September 30, 2026, with an estimated value of $26,515.00 USD. The justification for sole sourcing is based on TOTAL PLAY being the incumbent contractor and the most reliable Internet Service Provider in the area, offering proprietary infrastructure with full redundancy, superior technical support, and an exclusive online circuit monitoring tool that enhances connection visibility and management. The Contracting Officer determined that alternative vendors like TELMEX and MetroCarrier have proven unreliable with service disruptions and lack of local representation, while government of Mexico regulations further limit competitive telecommunications options in the region. This represents a follow-on requirement where TOTAL PLAY has consistently demonstrated dependability and responsiveness over years of service delivery.
