About this opportunity

The US Army Corps of Engineers Baltimore District has published a Special Notice announcing its intent to award a sole-source contract for partnering and coaching events related to the SM-1A Nuclear Reactor facility at Fort Greely, Alaska. The agency intends to award a firm-fixed-price contract to Worldawake Inc of Oak Harbor, Washington under the authority of 41 USC 1901 and FAR 13.106(b)(1)(i) for purchases not exceeding the simplified acquisition threshold. This sole-source procurement is justified based on the determination that only one source is reasonably available given the circumstances. The contract falls under NAICS code 611430 (Professional and Management Development Training) and PSC code U008 (Education/Training - Training/Curriculum Development). The work supports the Deactivated Nuclear Power Plant Program's decommissioning and dismantlement activities.

The purpose of this contract is to provide development and implementation of partnering and coaching sessions specifically for the decommissioning and dismantlement of the SM-1A Nuclear Reactor facility. Worldawake Inc was selected because they have established rapport with the project team and demonstrated capability in providing effective partnering sessions while accommodating unique scheduling and project dynamics. While this is not a request for competitive proposals, all responsible sources may submit capability statements by the July 11, 2025 deadline for agency consideration. The government retains sole discretion to determine whether to compete this acquisition based on any responses received to this notice. Capability statements will be reviewed to assess whether submissions meet the stated requirements for the partnering and coaching services needed for this nuclear facility decommissioning project.
