About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has issued a Notice of Intent for a single source procurement of specialized Otolith Trace Element Analysis Services. NOAA intends to award a firm fixed price contract to the University of Washington for these highly specialized scientific services. The procurement falls under the authority of FAR 13.106-1(b)(1) and involves the use of Laser Ablation Inductively Coupled Plasma Mass Spectrometry (LA-ICPMS) for analyzing fish otolith samples. The services are classified under NAICS code 541380 (Testing Laboratories and Services) and PSC code B516 (Special Studies/Analysis- Animal/Fisheries). This notice is not a request for competitive proposals but rather an opportunity for other potential vendors to demonstrate their capabilities.
The primary objective is to obtain precise trace element analysis of Pacific cod otoliths from the Bering Sea to determine natal origins and habitat use patterns, maintaining consistency with previous years' analyses. Interested vendors must submit capability statements by July 25, 2025, at 1500 Eastern Time, including technical data, cost information, and convincing evidence of their ability to meet requirements. Eligibility requires vendors to be within 60 miles of the Seattle area due to the multi-day nature of the analysis work and the need for specialized equipment including state-of-the-art LA-ICPMS systems. Capability statements must be submitted via email to Hannah Elwell at NOAA, with attachments limited to 20 MB total, and vendors are responsible for confirming receipt before the deadline. The government will use responses solely to determine whether to proceed with competitive procurement or continue with the planned sole source award to the University of Washington.
Notice text
The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to University of Washington for the purchase of Otolith Trace Element Analysis Services.
A vendor is sought to provide otolith trace element analysis services utilizing Laser Ablation Inductively Coupled Plasma Mass Spectrometry (LA-ICPMS). LA-ICPMS is highly specialized work that provides precise analysis of the samples, which is needed to remain consistent with previous years analysis. It is expected that the vendor assists with the otolith analysis, element measurements, as well as provide guidance on data post-processing. Since analysis may take multiple days at a time, it is expected the vendor be within 60 miles of the Seattle area.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Capability statements are due no later than Friday, July 25, 2025, by 1500 Eastern Time. Be advised that all correspondence sent via e-mail shall contain a subject line that reads “143061-25-0112 – Otolith Trace Element Analysis”. To ensure your response along with any and all attachments are received, attachment(s) must be less than 20 MB [in total]. It is the responsibility of the offeror to contact the government to confirm receipt prior to the offer due date and time. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to the following POC:
